Well, that depends on the minimap and what features it has.
Rei's Minimap, when used to set checkpoints and view surrounding terrain from above, is not only not cheating in my opinion, but is absolutely necessary on low-end computers like mine that have to be run on Short or even Tiny render distance, even with Optifine.
Now, if the minimap allows you to view caves, or find ores, or see other players through obstacles, or even let you teleport, then that would be, in my opinion, cheating.
If the game had a working compass that actually pointed to North and allowed you to navigate then I would say that using both F3 or a minmap for coordinates was cheating in a minor way. Since it doesn't have a working compass I don't have any problem with it and use a minimap myself, I don't use any options other than standard waypoints though.

There is a working compass that always let's you know which way is North- Maps.
After playing on bukkit servers with /sethome i found it hard to find my way home in single player. I then used REIs minimapand love it. Now I use Zans because of a few differences but i turn off mobs and cave mapping because I find it annoying.

Since I have a horrible computer, I can't put my render distance on far, only on short/tiny. So I use Rei's Minimap to waypoint my house or anything that I'll lose (I'm also horrible at directions. xD)
absolutely cheating. doesn't matter what are you using for. (in survival, i dont even care about creative.)
So if your computer is bad and you're forced to run it on tiny render distance it's cheating if you use it to extend your area? Anyway... I believe cheating is in the eye of the beholder. I bet SOMEONE somewhere considers Optifine cheating as it allows you to use render distances farther than Far. Some people consider FTB cheat-y because it lets you get items faster. I personally think both are legitimate.
Uh huh, but it only actually matters on Hardcore where you're playing to test yourself and really achieve something. With infinite lives and next to nothing you can lose without being able to replace, regular Survival is kinda sandboxy already.

I don't think they're cheating, really. They're not much different than writing down coordinates with pen and paper.
Of course, if they do things like reveal caves and entities, then yes, they're giving you information you shouldn't really have.
This exactly. I find they make things more convenient in that I don't have to have my pad filled with coords next to me all the time.
However, I think revealing caves and mobs is cheating. The minimap itself is a nice perk but I don't think it's giving you any info you wouldn't have otherwise by just looking around.
As Frog81 stated, cheating is relative. Some people think anything outside of Vanilla MC is cheating and some push it as far as to say xray textures aren't because you would have found the diamonds eventually anyway. Depends on the person really.
Well Rei's Minimap isn't really cheating especialy in SMP, were Enemie markers, and Cave maps are removed(For Obvious reasons, like PVP maps, were everyone is strait out against any form of modding for no reason)
Though in SMP, and those 2 features are working and an admin hates on you for using the features, then he's a hypocrate because he added the mod into his Server files.
If by cheating you mean circumventing established game mechanics to make a task easy I will agree it's pretty much cheating.
However I sincerely do not think that minimap client mods are game breaking. The consequence of using a minimap mod to me seem rather minimal.
All it does is circumvent the need to make a legit map which TBH suck hard (better then nothing I suppose).
It varies, you can determine whether it is cheating or not. If you're a hardcore player, then you obviously would deem using a minimap as cheating since you'd only want to allocate what the game purely gives you. However, if you're a more casual player, you would most likely just not care and use it to get around, like setting a waypoint that you can set to help you find a vital location.
