The ender dragon egg isnt rare people, having just one per world doesnt make it rare simply since you'll always get it at the end of the fight. You will always get that item when you beat the Ender dragon so in the definition of the word rare "Infrequently occurring; uncommon" its the least rare item in the game you'll always find it in the same way in the same place the end.
Now emerald while which is probably the most rare ore in the game, (not talking about the jewls here those can be farmed via villagers) the ore is pretty rare compared to the others apearing only in the moutain Biomes. I've personally only found 20 or 30 emerald ore while im finding tons of diamonds and all other ores.
Now then the rarest item in the game... i really think that its dependant on the world you spawn in somtimes i find gold harder to find then diamonds, some worlds i never see a village anywhere. I've never found a legit mushroom Biome, only have found one jungle temple, never found a desert one it really does just depend on your world really.
then, there are strongholds. true, there are only a few, but they're made of the same blocks found everywhere else. the only thing quasi-rare in strongholds are End Portal blocks and silverfish spawners.
Cracked/mossy stone brick. Where else you gonna find that?
I think wither skulls trump the dragon egg because you know you will get the egg with every kill. Rarity has a element of chance therefore the dragon egg wouldn't count.

you people speak of the ender dragon egg as if there's more than one. what do you mean "you'll always find it in the same way in the same place the end" and "you will get the egg with every kill"? you only can get it once. total. the ender dragon doesn't reappear each time you go to the end. and just because you're guaranteed to get the egg doesn't make it not rare. there's still only one! in the whole game!
killing the ender dragon to guarantee a dragon egg is just like finding a stronghold guarantees you'll find mossy/cracked stone bricks. and since strongholds are made of of literally tens of thousands of these, how are they more rare than a single dragon egg? anything you can find/obtain/trade for/craft more than one of, makes it less rare than just one. right? so chainmail armor, cracked stone bricks, emeralds etc, you can potentially obtain hundreds or thousands of these if you just play long enough, trade well, and/or search diligently.

The dragon egg is not the most rare item, its always going to be there doesnt matter if you only get it once in the game. You still can always get it, anytime you kill the ender dragon you get it making it in reality a common item. Its common since you just go there and kill the dragon and boom you have thhe egg. Rare means uncommon not going to be there every time which the egg is.

it seems that our definitions of 'rare' are contradictory. i'd define 'rare' quantifiably. the less there is of something, therefore, the rarer it is. in the real world, polar bears are more rare than, say, flamingos, because there are a lot less of them. therefore, i'd say the dragon egg is the most rare item, because it is the only item that only can be obtained only once. to me, the difficulty of being able to obtain it, or the knowledge of how to obtain it makes no difference into its rarity.
it seems others here think that an item's difficulty to obtain contributes to its rarity. but, if you take into account the amount of time and preparation it takes to obtain the egg [slaying endermen to obtain ender pearls, the search for strongholds and the portal room, the brewing and crafting of effective weapons and potions to fight the dragon, and then figuring out how to kill the dragon and then retrieve an egg that teleports away from you everytime you try to pick it up], with the amount of time to mine emerald ore [find an extreme hills biome, dig down to level 20 or so, and start branch mining], i'd still say the dragon egg is more rare.
still, it seems others here think that an item's rarity depends on its guarantee to be there. so, since i'm guaranteed to get the egg when i kill the dragon, but not guaranteed to find emerald ore when i dig down to lower levels in an extreme hills biome, emerald ore is therefore more rare. but that's just it, you are guaranteed to find emerald ore, and multiple blocks of it, if you search long enough. i have stacks of emeralds i've mined in extreme hills biomes. i just had to find biomes generated after the last update or so, not biomes that were created before emeralds were released.
Why do people always insist on making and keeping alive these threads? The answer is simple: The dragon egg. Once per world, nothing is rarer. End of discussion.
You can't put it in your inventory, so I personally don't think of it as an item.

I really dont think you can put "your thoughts" of what rare is in a discussion by definition rare means uncommon :P. The egg is common since you can always get it, do you always find temples or mushroom biomes no you dont so they are rare since they are not always there.
Also numbers doesnt make rare, numbers can influence how common a thing is though you were right polar bears are more rare, mostly due to how uncommon they are. But if you could go to one place where polar bears always show up they are no longer rare no matter how small the number. The dragon egg may be the item that appears only once, but thats not due to rairty thats due to it being the end game item. Its your reward for beating the game, that makes it not rare at all just a drop reward for the game.
OP disqualified the dragon egg as unique, not rare in the very first post. I think they have to be individually hard to obtain, regardless of number in existence.

Emerald ore blocks, diamond ore blocks, diamonds and related goods (blocks/chestplate/etc.,) greater golden apples, chain mail, emerald blocks, bottles o' enchanting. Various blocks like chiseled stone brick and moss stone probably figure in somewhere as well.
The egg you get from the Ender Dragon because you can only get one per world (unless you spawned them in) while the Nether star you can keep building the Wither again so yeah

dragon eggs are still the rarest items.

If you push it with a piston it will break so you CAN pick it up and move it around.
