If you set up the three command blocks like this, with the always active clock, any new players will have their spawnpoints set to X, Y, Z.
If you add additional command blocks with Cmd1, using @a[score_Newb=0] to describe players, you could also add commands to teleport the player to a different location, apply status effects etc...
.. Why are people not understanding this.. Everybody is trying to use fancy redstone tricks... All you have to do is move your character and that is where they will spawn.. You can have a system moving everybody where the main player spawns too.. Very simple.

Make a pressure pad with spawnpoint <coords> or whatever it is at the natural spawn, and so once it is activated, damage potions rain from the sky and kill the player.
/setworldspawn
Sets the world spawn point for all players (even if they have never joined the server or are offline, but will not override beds)
Usage: /setworldspawn [x] [y] [z]

You go on that block and you do /spawnpoint.

Redstone Clock -> Command1 -> Command2 (These command blocks can trigger in the same redstone tick, but make sure Cmd1 triggers first.
Command1: /spawnpoint @a[score_Newb=0] X Y Z
Command2: /scoreboard players add @a[score_Newb=0] Newb 1
Of course, to do this you will have to set up the scoreboard in the first place, which can be done while activating the clock.
CommandStart -> Redstone Clock -> Cmd1 -> Cmd2
