This topic has been addressed hundreds of times here. Mods will never come to the Xbox One Edition of Minecraft, especially now that the Xbox One Edition will no longer be getting any more updates since the new Better Together Update has been released for Xbox One. If you don't know what that is, there are plenty of other threads here discussing it.
The best that you can hope for at this point are the use of Add-Ons with the new version, but even those aren't really mods in the same respect as to what is available in the Java Edition.
Mods and addons will NEVER be added to any versions of console Minecraft (no matter how many people wanted it) due to copyrights and related issues, so this will never happen in our life time.
Take a look at the "Dinosaur Island" and "Dinosaur Survival" maps that are available in the store on the new Bedrock edition on Xbox One. Both of these maps use Add-Ons so it can be done on console. There currently is no way to directly install an Add-On in the console edition, but if you log into a realm that uses them, the add-on gets uploaded to your console.
Didn't know which forum to post this in so I decided to do this one as it technically should be an update.
My question is that:
What are the odds that Xbox One will ever get an update that gives it the inclusion modded gameplay?
Then follow-up question:
Would mods be even allowed on the Console Edition due to the Microsoft terms of service?

Are you asking for mods for a pirated version of the game? Read the rules if you are.
