So I am well aware of the low limit on chickens. I have found some ways to make it a little better. First, I killed all of my other farmed animals and left 2 of each so that I could breed them back. Since my base is underground in extreme hills I noticed that while walking around I would find random eggs. and low and behold if I looked up there would be chickens stuck wayyyyyyy up on ledges. After walking around a large part of my area i found about 3 chickens this way. I killed all of them. with 2 chickens in my pen I bred them with seeds until I got 4. I then got capped. after getting capped, I then threw eggs and was able to get another 3 chickens. However, neither seeds nor eggs will get me past 7.
Findings:
check outside your base for stuck chickens, ESPECIALLY in extreme hills.
when breeding doesnt work try eggs (took me 3 stacks of 16) just to get 3 chickens.
Must be your world or something. I have farms of chickens, cows, sheep, and pigs. I currently have 15 chickens, 7 cows, 4 sheep, and 8 pigs. Not to mention all the wild ones running around haha. Oh, and I have 13 pet wolves. I don't know why your cap is so low.
Animals getting stuck on high ledges will never be fixed on the console versions unless they change how animal spawning works.
To make it so that peoples animals wouldn't despawn, they made it so that if an animal can't move more than 20 blocks in any direction, they'll never despawn and always be there. This is where the issue of animals getting stuck on high one block ledges with no way off comes in. They can't move and so they get stuck until they get killed.
They'll either have to completely recode how the animal spawning works or people will just have to deal with it, which is what most people are doing.

hopefully this will be fixed soon.
