As we all know, the change log for tu32 came out on January 20th. However, 4J had tweeted out yesterday to a twitterer asking about the next update, so that villagers would begin planting better. 4J stated that they are still working on some more bugs so it may be a little while. Does this mean that 4J has doubled down and are adding an additional update file into tu32 before cert testing continues? Perhaps even more bugs added to the already very long laundry list? Even if so, I don't believe 4J will be adding any features beyond what is listed. What do you all think?

probably not in the next couple updates, but I would like to see some current PC features added in yet, like banners. But I'll let them fix all the current bugs first. I'd rather not freeze my xbox while trying not to drown... :\
I completely agree. I'm currently trying to drain the ocean around my monument on survival and it gets a bit tough having to use sand and doors everywhere. I'm really hoping that if 4J is in fact adding some more bug fixes in that terrain not generating very high will be added onto the list

Judging from the fact that the update did not land today, I take that tweet to mean one of two things:
1) The title failed certification itself and they need to fix and re-submit
2) They themselves discovered something completely wrong with their initial submission (perhaps their bug fixes made villager farming even more broken etc.) and they wanted to re-submit.
I don't think that tweet means they're going to add more features/fixed to the Jan 20 update -- just solidify what's there already. They will certainly add more things in the months to come I imagine in order to fully round out 1.8 support and gear up toward whatever they're working towards.

In order to resubmit, they have to wait for an open slot in Microsoft's and Sony's cert testing schedules. It's like it is for anyone who misses an appointment, depending on how busy the Microsoft and Sony cert testing teams are, 4J might have to wait awhile to get back in.

I'm afraid it doesn't work that way. It's not like a regularly scheduled update. Where the update was pulled or retracted, 4j will have to wait for the next open window. That window could be tomorrow, it could have been last week, it could be next March, who knows. This update will likely be a surprise for the most part.
One day, you'll sign in to Minecraft and all the sudden "please install update file". Will pop up. I'm sure 4j will let us know when it goes in for cert testing. So just cross your fingers Microsoft and PlayStation are not knee deep in battlefront, fallout 4, Halo 5 Ana tomb raider monthly updates.

They don't want the max generation height too high because it is to resource heavy for the world generation, so they will alter the code, either by removing extra tall mountains, if neccesary, or by adjusting the generation code to accodamate tall mountains including the extra tall ones.

The compromise seems to be in the last changelog.

The change log included things that 4J had considered "fixed" and included in the update when it first went into cert testing, so what actually may have caused it to fail cert testing and/or what 4J subsequently identified that may have caused them to voluntarily pull it from cert testing is really anybody's guess. That said, I am also speculating that it does have something to do with the height issue with mountains (since Stuart Ross did say more recently that they are looking into alternatives to the current ratio (which is what is apparently making the console mountains looking "squashed").
I sincerely doubt they are going to force every biome to generate in every world nor do I think they'll "force" overall large biome generation. They might juggle the algorithms to improve the odds and they might introduce some options to enable the player to influence the odds a bit. They may also juggle the algorithms for structure generation to improve the odds of certain structures generating in smaller sized biomes.
When viewing large biome generation, keep in mind also that a large biome can consist of several "small" biomes of the same type placed side by side. The game does currently do this... In this TU, I have seen mesa biomes and taiga biomes and ice plains biomes that have covered more than 1/3 of the map. If you want to force such sized biomes over the entire map, you will only get 3 biomes on a single map. Another example - large ocean biomes are generating currently, leading to a frequent complaint about "too much water"... people just don't want them. In addition, having a lot of water on a seed doesn't seem to necessarily equate to having more ocean temples. I've seen lots of seeds with lots of ocean that have no ocean temples in them.
Therefore, if the option for universally large biomes was there, I doubt players would make general use of it unless they are looking to generate something like a survival island map since they are unlikely to want to forfeit so much biome diversity to get large-sized biomes over the entire map. What people really want it a mix of larger and small biomes... just placed differently than has been currently happening. They don't seem to like having, for example, different forests intermixing with different plains so that you have forests "dotted" with small clearings. (This is something I actually like, since I find it more like the IRL forests I am familiar with).
