Maybe it's because I haven't really combed through seeds as much before, but is it normal for most seeds to not have a village randomly generated? I had a map with 3 wells, but no actual village. Went through about a dozen maps and on most I get maybe one village... and it's usually a fraction of a village. I've also yet to even see a snow village... or maybe a village covered in jungle?
Villages only generate in desert and plains biomes, so you're just not ever going to find one generate inside a jungle or taiga biome. Sometimes they do generate in deserts and plains adjacent to these biomes, so there are ways to manually expand village boundaries into these biomes or build look alikes and populate them yourself (e.g. in creative mode).
With the addition of jungles, I do believe that village generation is less frequent and that many of the villages that generate now are much smaller than what generated when villages were first introduced. As more people post seeds to the seeds list, however, I'm confident that there will be a few different ones to choose from that will have several villages and/or decent-sized villages. If you have a small village, it is relatively easy to expand it though and as you do, the villager population in it will likely seem to just explode.
