OR you can think of each update is a modification of the game, there's DLC (texture packs, etc.) to get, and there's unique Mash Up packs you can get too (which the PC doesn't have), so if you want to modify the vanilla game there's plenty of ways to do it.
Nope. Consoles are closed platforms that don't allow any changes to them or any games used on them.
The closest you can get is, as mentioned before, is to get DLC created by the makers of the game. Unfortunately those tend to cost money...

This will get locked, but anyways, console edition is unmoddable, and it has been stated on this site multiple times that modding is impossible. I do believe though that on the xbox someone put stained glass into the game, but I don't know how. I know for a fact though that on the PS3 modding is impossible.
