It's not - at least not on the PS3, as of today, Thursday Jan 22 (that might change by tonight, you never know). You're taking pre-announced bug fixes and saying that's how the game works - but it's how the game WILL work, not how it works now.
NOW, prior to that patch, you can trade for saddles from...butchers, I think. I have two villages where someone is trading saddles. But despite four libraries, no nametag trading (yet).
Both saddles and nametags can be found - rarely - in chests. Happy hunting.
Well, the 1.13 patch is live and Librarians now offer Name Tags! Hooray!
It took forever to get the Name Tags to be offered but it happened. They cost between 20-22 emeralds and once you unlock the Name Tags, he will keep selling them to you as many as you can afford. If I wanted to keep my survival world pure, I would probably keep saving and reloading so every tier would only require one trade.Then, once he offers the Name Tags, put him in a protected cage so he won't die. Right now I have a jail in my trading village that has two cells; one for the butcher who sells me saddles, and now one for the librarian that sells me name tags.
I still want to know how they changed the spawning issues with horses, though. If anyone knows, let us know!
