seeds don't decide weather. weather is just a random occurrence.
Not so... the weather is related to the biome. For example, it will never rain in a deserrt (unless an the seed was created prior to an update and the biomes shifted after the update took effect). However, this also means that it will not rain "all the time" in an extreme hills biome, which is where you find the biggest cliffs. Check the Wiki page on biomes to read about the terrain and weather in each.
it depends, it always rains at once, so if it is raining in a plains but not in a desert, it's because the games random timer has triggered, creating the weather. what you would be interested in is that in 1.8 there will be more /gamerule stuff so hopefully you will find a gamerule that stops the rain timer, making it (only) on or off. Now all you need is that seed XD
