Aside from the dragon egg, which is a trophy item that should be obtained by killing it yourself, I don't find any of those useful, even beacons, which I could only see as being useful for a Speed effect while at my main base, but I spend so little time there that it isn't worth it, and my bases are not that large; otherwise, their range is far too limited to be of use and I don't need any of the other effects (Haste doesn't even increase mining speed of ores, and mining stone instantly would be more of a bother than a help; the only time that I do branch-mine is too early in the game for a beacon).

If it is any faster, the difference is very slight, certainly not like stone, which gets an 8-fold increase in mining speed (from 0.4 seconds per block to 0.05 seconds. Ore only gets 0.05 seconds faster based on a calculation, equivalent to mining stone with Eff V alone). Also, the biggest limitation by far is distance, especially when you are caving; even a single abandoned mineshaft (up to 160x160 blocks) or ravine (up to 112 blocks long; both of these do not even consider my modded worlds, where mineshafts can be up to 220x220 blocks and ravines up to 336 blocks long; a beacon would also have to be placed deeper in the ground to reach the lowest levels) can be larger than the 100x100 block range covered and I explore about 100 chunks (160x160 blocks) per play session, and usually much more irregular than a square or circle, I've traveled more than 300 blocks before. In any case, only about 10% of the time I spend caving is actually mining so even instant-mining of entire veins (e.g. VeinMiner) would have little benefit.
Beacon: 5 Diamonds. Let us not forget, ontaining Wither Skeleton Skulls is not that rare with Looting III
Creeper Skull: Mmmm, interesting. I would give a solid 10 diamonds, due to the sheer difficulty in obtaining it
Totem of Undying: Despite it being rare as well, it is quite useless. You can use Creeper Skulls for decoration or a special banner, while Totems of Undying aren't all that great and only serve a decorative purpose if placed in an item frame. 4 Diamonds
Notch Apple: Once again, not as useful as one might expect given the existance
of potions, but it does have decorative uses (a special banner), so 7 Diamonds
Dragon Egg: Nothing, it can be duplicated lmao. The Dragon Egg to me is worthless without the struggle of killing the Dragon, so I wouldn't put a price on it
You can use the Dragon Egg to break bedrock, so it does have a use beyond the mere trophy aspect. As for killing the dragon, if anything it's even easier now, so the trophy value is diminished.
The Totem Of Undying has to be held in one of your hands to work, so you can't carry a shield or dual-wield weapons, which means you are making yourself easier to kill so the totem can save you. Not much point to that. I'd rather be better protected or armed and not die.

I'll assume you meant The End, and Haste II has a negligible effect on mining obsidian. I know because I mined down all the obsidian towers in one of my worlds, and it still took way too long, even with Eff V and Haste II.

It does take a long time, but haste is not negligible. According to the wiki, Haste II reduces mining time by 40%.

The issue is that players don't always value things by rarity. Survival players might care more about usefulness and thus find all of them worthless :P.

Enchanted Golden Apple: 30 diamonds
Dragon egg: 20 diamonds
Generally since you can always go and kill the respawned dragon again the dragon egg is less valuable and available then it used to be.

Creeper mask: 25-35. I'd value this higher than other players, because I value its defense. Creepers are hard to deal with. With a mask, their detection range is reduced by 50%, which can be stacked with sneaking and invisibility. Wearing this would make you less likely to have a creeper sneak up on you in a cave, and when fighting multiple mobs, the creepers in the distance will stay there until you get nearer.

Yea, but the dragon is easy to kill (even easier with recent changes), and the dragon egg is ridiculously easy to duplicate, so even though you only get one from the first dragon, you can get as many as you want with a couple of fence-posts (no mods or cheats required). Like I said above, just rent the egg from whoever has it for a couple of diamonds, then give it back once you have duplicated it.

Here's how I would value them:

As far as I can tell, in current versions of the game the only valid duplication glitches involve the end portal. That doesn't even work in Spigot.
