According to Jeb, we shouldn't be expecting our next big update until 1.14, which is why this suggestion is specifically for 1.14.
Okay. Now that that's out of the way, let me explain:
Minecraft is a semi-magical world, and one of the ways that builders express this is through the creation of floating islands. However, there are some setbacks to this:
#1: They aren't naturally generated. Therefore, anyone who worked on building the island knows what it's made of, and there isn't any surprise to it.
#2: Since they are artificially built, and it takes a long time to build, there is not much room for creativity if you want to build a large network of them in a reasonable amount of time. This problem is further compounded if you want to build villages, plant ores deep in the islands, mix it up with stone variants, etc.
#3: Another problem with the islands being artificial: you can't choose the biome. You just have to build in whatever biome Minecraft gives you and either adapt or force the appearance of your choice.
Okay. Now for my suggestion:
I believe that 1.14 should add floating island biomes. These biomes are like normal land biomes, with massive floating islands that go up to around 220 blocks. These islands would have the same properties as the biome where they are located, except, of course, for the fact that they are in the sky. The only exception to this would be extreme hills, which would already have floating islands to begin with. Then there would be floating island biomes in the ocean, which act like the floating island biomes on land, except that they would, obviously, have ocean below them instead of land.
Now, obviously, if you want ore in these islands it's going to have to work differently from on the ground. For this, there would be iron ore and coal ore embedded in the sides of the islands. Then the rarer the ore, the more deeply it's embedded, with diamond and emerald at the cores of only the largest islands. Not only this, but the larger islands would have cave systems.
On top of the islands, villages and mobs would spawn normally. However, a leatherworker villager in a sky village would have a chance of offering elytra for a price of leather and emeralds. Also, some villages would have skybridges connecting multiple islands, and even leading down to mountains. Rabbits would be a little better at staying away from ledges.
EDIT (idea by Ptolemy2002): Not only all of this, but there would also be a new dimension, known as the Sky Dimension. I was told that it would be cool to be able to get to this dimension by getting to a certain altitude. However, I don't think this would quite work. Instead, there would be a rare dungeon that spawns in floating islands. In this dungeon, there would be an enchanted book. Now, before I go any further, I will say that this was inspired by Minecraft: Story Mode. The enchantment would be applied to flint & steel, which would then cause it to produce a blue flame that cannot be put out by water, and will melt stone into lava. When you light a Nether portal with this, instead of becoming a Nether portal, it would become a sky portal with a blue tint rather than purple. This portal would transport you to a dimension that is only floating islands, with no land below. Now, while there is an exit portal, you can also return to the Overworld by jumping, though I must warn you, fall damage is not canceled out. Luckily, however, coordinates in the Sky equal coordinates in the Overworld, so you could make yourself a landing pad out of slime blocks or cobwebs. Also, giants will spawn naturally at night, with AI. Other than all of this, the Sky dimension would basically be a bunch of Overworld floating island biomes.

Reading this post reminded me of something: the sky dimension. The sky dimension is a dimension that was coded in minecraft but was never used. It has floating islands just as you described. My idea is that once you get to 200 or so height, the game teleports you to the sky dimension. We could add ores, villages, and naturally spawning giants (another unused feature). You wouldn't have to worry about shadows because you are in a new dimension! If you are under 0 height in the sky dimension, it teleports you back to the overworld at the same location.
P.S. If you don't like my idea on how to get there, an alternative solution would be to have a really rare beanstalk plant that takes 500 bone meal to grow into the sky and bring you to the sky dimension (beanstalks wouldn't grow naturally).

Firstly, biomes in Minecraft are the same over the entire Y-coordinate, so floating islands would always be the same biome as the land below, with no variation. this is also why underground biomes aren't a thing in Minecraft.
Actually, what I'm saying is the entire thing would be a floating island biome. What I said was, the floating island biome is the normal land biome with floating islands added.
Secondly, Islands create shadows. Big shadows. not only do those make the Overworld surface very ugly, it also makes it very dangerous, with a tons of mobs spawning in those ugly shadows, forcing players to litter the land with torches to keep the infestation at bay.
Well, true. I was hoping that could just add a fun bit of extra challenge, but I guess it's the kind of thing that shouldn't be forced on players. Another idea: what if, the further a block is away from the block below it, the weaker the shadow. But that shadow is strengthened by the surrounding blocks. The shadow would have to have a certain level of intensity to spawn mobs, and is controlled by a multiplier that changes with the game difficulty.
Also, I'm not sure what makes shadows "ugly," other than mobs spawning in them.
Another possible solution: hostile mobs don't spawn in floating islands unless they are above a certain altitude. That way, they would only spawn on the islands or on mountains, and the ground caves in floating island biomes would be incredibly safe! But, if you still want mobs in caves, they could also be allowed to spawn below a certain altitude.
And finally, what's the point? It's just chunks of Overworld, suspended at 200 blocks above the Overworld. But there's nothing new there, getting up there is tedious, and it's always gonna be easier to just stay at the surface or underground for your resources. They would be pointless and ugly additions that very few people would actually find uses for.
What's the point in hunger? What's the point in polar bears? What's the point in colored wool? What's the point in red nether brick? The thing is, after the initial hate on the fact that things are different that seems to happen with every update, it's probably something that some, or many, players will find fun and interesting. You got a problem with that?

While I like this idea, I think this is kind of a different thing that I would add to my idea rather than replace it with.
While this sounds fun and all, adding floating island variants to biomes, I do think the shadows cast would be rather off-putting, especially for floating islands large enough to have cave system in them. A solution for this however could be simply lowering the amount of biomes these could be variants of, instead of a possibility for every single biome. I'd think Extreme Hills and Oceans would be the obvious choices for these, but I'm not sure what else.
Woah, woaaah. No. Stop right there. Finding the correct sky villager and trading with him with resources easily found (emeralds can be mined even from the sky island the sky village is set on, and then farmed like crazy, not even mentioning cows here) VERSUS finding a dungeon, preparing yourself for hours, getting to 2 other dimensions for resources to unlock it, then defeating Ender Dragon and again finding correct structure to get Elytras. You're suggesting a huge shortcut, no matter how you look at it. I call this "OP", even.[/b]
Not a HUGE shortcut. Especially since emeralds can only be found in 1 type of biome and even in THAT biome, they are rarer than diamonds. I do think the villager trades would need to be nerfed, though.

Villager trading is a whole different story - "nerfing it" is really time-consuming and in principle would change nothing besides making farming just a little more tedious. People wouldn't stop trading after that.
The point of that suggestion was to make it harder to get emeralds to pay for the elytra. NOT to stop trading altogether.

Well, that is your opinion... In some landscapes it can fit perfectly and even be aesthetically pleasant, for example, over the sea or a desert (if it is made with another biome or is an structure similar to a biome fragment that was coded for not be like the biome of down, of course; a floating mass of water also could be cool, but not enough). Seperating it into a dimension would eliminate this problem all together.
Not support to the idea of add again the sky dimension, that obviously was removed from the game due justified reasons It wasn't technically "removed", just unfinished. If someone took the time to finish it, they would probably be able to eliminate all the problems it has.
Having a sky dimension is not needed at all, and would just feel bland and boring. How, exactly, does a dimension of floating islands feel "bland and boring", but naturally spawning floating islands do not?

I think the floating islands would make for a nice preset, or a biome only accessible therough custom worlds. I would keep them out of the default worlds. Mainly because many players don't like floating islands and would rather see them removed from the Overworld altogether. They're just ugly floating chunks of stone causing loads of mobs to spawn by day.

There's no sense in mentioning what version you want your idea in. Mojang is not gonna work on a forum user's schedule. I can already picture drops just randomly being found because a dopey mob fell off one of the islands. I don't think I want random suspended islands. No thanks.
