I know this can be done with resource packs, so it's a rather moot suggestion, however it would be nice if flat blocks, (carpet, slabs, etc.) rendered like maps do, and take up the whole frame. This would allow map makers to add more detail to their structures without sacrificing block space. A few examples from my server's resource pack can be seen below:
It would additionally be nice if item frames could be placed on ceilings, but that might be a bit more difficult to immediately implement.
I love the idea but don't want to remove functionality of displaying just a block in the frame. If it could be toggled or if there was a different item that was specifically for this I would like the idea more.

Not sure I really see the difference personally. Carpet and slabs render on their side by default. There's almost no practical reason to have them render in this way. Maybe if they rendered top down, but they don't. Additionally, (as far as I know) the only block that wouldn't be displayable simply by having the whole block form in the frame are stone slabs.
I just don't want to remove the functionality of it because some people may use it, especially in adventure maps like as a lock and key system.
I had an idea for item prints on banners that had you put the image of an item on a banner but doesn't use the item. The same could be adapted here with some kind of Wallpaper block that is crafted with an Item Frame and the block you want to print (the block would not be removed so you could make a bunch of Wallpaper from a single block). That would keep old functionality, add this, make it cheaper, and prevent theft because the Diamond block wouldn't actually be in the frame for the stealing.
