I have no idea why I would want to shoot someone, and in the process, give them a Leaping effect, or an Invisibility effect, or literally ANYTHING else that would benefit them. It's really stupid, because if I'm firing an arrow at a player or mob, my objective isn't to help them; it's most likely to kill them. There is NO point to having arrows with positive effects in the game taking up space, when I could just craft a potion/splash potion and not have to shoot myself to get the effect.
That being said, I do think that Poison arrows and Glow arrows and things that benefit the SHOOTER are a good thing to keep in the game. If I shoot someone and it gives them an effect that either helps me see them or damages them more, then it is useful.
Basically, PLEASE take out the arrows that are helpful to the person being shot at! They make no sense.
I find it odd that one of your issues is them taking up game space, considering how small a Minecraft install is.
As for the other part, maybe you just aren't thinking creatively enough. If I see an enemy player near a Creeper, I would love to give that Creeper Invisibility (provided that functions as intended). Or Swiftness.
My issue is more that we don't have an arrow for these that does no damage so giving an ally a positive effect from a distance isn't liable to also kill them.
Saying "remove this" isn't against the rules but try thinking more on how to improve something instead of suggesting they remove something. You might be able to turn a mediocre feature into a great one.

I believe you should be aware that some positive potion effects actually have a negative effect on undead mobs, like Zombies, Skeletons, and Zombie Pigmen. So that's one use for it. Other than that, they make good for some particular games, and are especially useful for mapmakers. You are obliged to use the items at your own will, there is no downside if you use them or not, unless you use the arrow you weren't intending to use or just have terrible aim.
The only issues you seem to be having in this thread can be easily resolved. The first being is the idea of certain arrows providing an upside to opponents, simply don't use them if you're so keen on ranting on them. Also, mentioning how they take up space in the game is a very petty excuse, Minecraft has an incredibly large Creative Menu, and more items can be added in as well with little affect to the overall play of the game.
There's literally no point to removing them. You don't have to craft them, and if a mapmaker wanted to make an arrow with a positive effect, he'd have to deal with datatags since the positive arrows don't exist.
That's still probably not a good idea, since if your utility mob is on very low health, the last thing you'd probably want to do is shoot it with a positive arrow effect, especially since the tipped arrows seem to do more damage than regular arrows. You're better off using splash potions instead.
Perhaps we can petition for change on the new arrows. Something I really do not like about them is that they are very meticulous to get. The effort to get these new arrows is simply not worth it. But arrows with good effects actually can help your friends in multiplayer, lets say for instance, that your friend is far away and poisoned. In this situation, you could shoot him with an arrow of regeneration. This proves that the beneficial arrows are not completely useless.

Pretty senseless to suggest removing something that was deliberately added. It's not like Mojang is gonna see this thread and go, "Well, this guy finds them pointless, so I guess we have to remove them." First off, you never know what kind of player could make use of that, and second, it keeps things consistent while still balanced.
I can promise you that if only negative potion effect arrows existed, someone would come in here and go "Why don't have the positive ones too? You never know what use they could bring." No support.

From what was changed, I get the feeling that most of the changes were technical under-the-hood changes that you would not see in normal gameplay, but leave them open to further enhancements later on.
Like making the contents of loot chests determined at the time of opening, and based on a "luck" quality. You would probably not notice this from just playing the game, but it has its uses, probably most noticeably in adventure maps.
There are also some changes which affect mod and resource pack makers, making it far easier to make mods for 1.9 than 1.8.
Either you are saying that tipped arrows should not deal damage so that you can effectively use Healing arrows on players, which I agree with, or that Healing arrows heals undead mobs, which is untrue (Healing/Harming are reversed and Regen/Poison do nothing to undead creatures).

Yeah, but you have to be careful while using them. You could buff targets you don't want to buff. With the arrows, you can buff a single mob instead of a group.
Like if your friend needs a speed buff, but your friend is surrounded by zombies. The only way to buff them at a distance and with selection would be to use the arrows.

In 2 scenarios, the arrows are helpful.
#1 You have to put a good effect on a friend who is a bit far away from you, that your splash potion can't hit him.
#2 Hurting undead mobs with Instant-Health arrows.

The helpful arrows help every helpful mob.
Wolves. Ocelots. Iron golems.
There's literally no point to removing them. You don't have to craft them, and if a mapmaker wanted to make an arrow with a positive effect, he'd have to deal with datatags since the positive arrows don't exist.
