Since beacon pyramids can be ridiculously expensive to build, albeit the cost being offset by the use of iron in place of diamond blocks or emeralds ones, a thought occurred: there could be a new, very, very rare structure which would essentially be a beacon and its pyramid, but without a number of the blocks needed for it to function. The pre-existing advancement of the structure could be used as a hierarchy of rarity; level 1 would be the most common (still quite rare) level 2 the second most, level 3 the third, and level 4 would be the rarest of the rare. Regardless of level, it would still be an incredibly rare occurrence to find one in the world, but level 4 would practically never be encountered by any but the most dedicated of miners.
Essentially I see it this way: since building a beacon legitimately is one of the most difficult challenges in the game, and it can only be obtained by defeating an extremely powerful enemy, the only appropriate alternative to such an impossible task would be traveling a impossibly long distance to it.

The whole point of making a beacon hard to get is for the simple fact that it is a very useful thing to have. If by adding this structure in you remove the challenge factor than it takes away from the original purpose. What use is that?
Honestly your suggestion is rather vague. You haven't given any specific rarities or even if the actual beacon itself spawns alongside the pyramid of blocks. If it does, how often does the beacon block itself spawn alongside the other blocks? Is this affected by how many layers of the pyramid have spawned?
You say that it is extremely rare to find the first level, let alone a full beacon, so tell me. What is the point? Would it not be less time consuming and and easier to just go caving for a few hours or strip mine a couple hundred blocks until you have the required materials to build the base of the beacon?
I understand the overpowered part, but storyline? Minecraft doesn't have a storyline. I also understand your username, but at least don't end up giving a invalid reason to not support.
Anyways, this should be in The End instead of the overworld.

While yes, the End can be tedious to get to, it's not really difficult to do. A few lucky nights and an hour spent caving and you can have your access to the nether, blazes collected and your ender eyes searching for the stronghold. Not to mention the fact that you can use a program to locate the stronghold and just run your way there immediately.
Having the beacon there would also defeat the purpose of fighting the Wither immediately. The whole purpose of a Wither is that it's meant to the the only way of obtaining the beacon legitimately. There really is little purpose for having these structures generate to start with.

I was pondering if this would destroy the Wither's purpose, especially since even if you have access to it (amazingly) there wouldn't be a need to ever fight again. So as much to my disapproval, I'm lessening my support and keeping it in limbo until/unless otherwise.

It would be partially completed in that each level would be distinguishable from the others, but each level would be missing a number of blocks, which must be replaced for the beacon to function.

That's way too overpowered. Yes, it's rare, but it takes away the whole point of the wither fight, not to mention all the iron or diamond or whatever it's made you could just take. Beacons are an item you should gain later in the game, not by chance when you start up a new world. What's easier, managing to get the needed skulls and then fighting the wither or just going exploring and just having one pop up in your face?

I understood the fact that the beacon block itself would spawn alongside the base of the beacon with each level of the base affecting the chance for the entire structure to spawn. My main point is the fact that if it's as rare as you say it is, then what is the point of implementing it? I can understand the fact that if a player isn't an enthusiastic miner/caver that having the ability to stumble across a beacon would be helpful however that would take away from the difficulty that is meant to surround the feat of obtaining a beacon.
On the topic of Wither skulls, wouldn't you think that by making the chance of a drop astronomically low that it's meant to make the chance to get yourself a beacon extremely difficult? I think that it's likely it was made that way for a reason and adding in this could easily make it redundant.

Ok than this is SUPER OP the beacon is probably the hardest block to collect in Minecraft.

The dragon egg is. The beacon is the nethers rarest block. The Wither drops a NETHER star.
Too OP. The beacon is very hard to get, and someone is just going to discover a seed that spawns a beacon close by.

Technically, wouldn't emerald ore be the rarest block? The beacon is crafted and the dragon egg drop is prompted only upon the Ender Dragon's death.
