That doesn't solve the issue. The metadata on the carpet block is exhausted just by the colors. If you have a pressure plate carpet that is a new block there's still the issue of it's active and inactive state. So either Mojang rewrites the engine or makes 16 new blocks that do the exact same thing. It's not possible. This idea, no mater how good, is not going to be implemented because of limitations of the platform.
I like the idea, but I don't like the idea of making it more obvious. If Minecraft had 64x64 textures by default, then the wooden pixel edge would be better. But Minecraft is 16x16, so it would be way too obvious. Instead, it should be very slightly thicker than regular carpet.

It has no precedent. They have never done it before, and it is extremely unlikely that they would create duplicate code just to make an already redundant block. Also, you must note that there are four variants of pressure plates. What happens when carpet stone plates are introduced? The people that DO use it start clamoring for gold carpet plates, iron carpet plates, wood carpet plates... It's a slippery slope for something that won't be used that often. It's too much work and content for very little return. Also note that carpet plates are only effective in carpeted areas... Which is a problem. This suggestion may have seen light if it was more broad in its' use, but it isn't. Mojang won't implement this.
Save yourself the time and get a modder to try making it.

I mean, look at rewriting 80% of the land generation code for 1.7 and then rewriting it again for the custom world generation thingy; that is a heck of a lot more work than just adding a new block with 16 metadata and two block states, or by rewriting metadata completely. Infact, why HAVEN'T they rewritten metadata yet; it's obviously an inefficient system, so let's do that.
Also, pointing out that I am yelling adds no validity to your statement, it just enrages people.
Edit: Actually, disregard my last statement. I can prove it to you that this is possible. First, all we need is a "duplicate" of the pressure plates. Edit the code as to remove the data for wood/stone/Iron/Gold, then add for wool. Create a new model for the pressure plate to work with, making it similar but 0.0625 blocks (1/16) taller than regular carpet. Now, add the pressure plate blockstates to the resource file, and tada! You have it.

Just curious: what do you propose we do exactly to the logic? You have JUST stated that the blockstates/metatdata don't work the way we need them to. If that is the case, then how do we detect a player above the plate? A range of Y-coords could end up being a problem somehow.

i like the idea but should be more like using signs and paintings when you put a painting on a sign and the sign serves like full block. a trap could be like a 1x2 hall have a carpet cover the pressure plate walk on the plate. activate redstone current piston activates plater falls. so this would be a good a addition to redstone. support

It is possible to place a carpet over a pressure plate (which makes the carpet looking like magically floating).
Could carpet-stepping send weight to the pressure plate under? Interestingly, dropped items would not count because they don't weigh enough.
Even more interestingly, the contraption can this way be totally hidden. Or, oh well, make that carpet one pixel higher when over a pressure plate.
