It's a nice idea. One thing I would change is add a top texture to their boots.
And, of course, I support without the shoulders. :3

Support! Amazing idea. Also: if you wanna see this in vanilla Minecraft you have to upload the suggestion on minecraftsuggestions subreddit, because this is the only place, Mojangsters visit if they wanna see people's suggestions. Great pictures BTW, what did you used to make them?
Yeah, I kinda knew that, but don't really feel like going to Reddit. You can re-suggest this there, if you want.
Also, to make the pictures... I used command blocks and armor stands. (And paint.net to remove any background, to make them transparent.)
Good, but seeing as creepers can't really wear 'pants', they should instead have a helmet, chest plate, and two sets/pairs of boots, makes more sense...

Yeah, but it was stating that a single pair of boots would appear for all 4 legs, whereas what I am stating, is it should require 2 separate slots, 1 for each pair of boots.

Oh, alright. That might not be a bad idea actually. A little more customisation.
Am I the only one who prefers shoulder pads over no shoulder pads? If they're wearing the same armour the player would be wearing, it only makes sense that it would accommodate for arms.

I myself prefer the shoulder pads. I think it's because that they are straight down, rather than at an angle, like how people are used to seeing.

If you'd like to talk with me about other games, here are a few I play.
Team Fortress 2
Borderlands series (Borderlands 2 is my favorite game, ever. TPS combat is a lot of fun and makes up for the lower-quality story, in my opinion)
Elder Scrolls series
Warframe (IGN is something like That_One_Flesh_Atronach)
Pokémon series (HGSS forever)
Rocket League
Fallout series
Left 4 Dead 2 (Boomer files always corrupt though)
SUPERHOT (SUPERHOT is the most innovative shooter I've played in years!)
Dead Rising series (Dead Rising 2 is one of my favorite games, and the 3rd was a lot of fun. 1st has poor survivor AI and the 4th is bad)
Just Cause series
Come to think of it, I mainly play fighting-based games.
Do it, LoL out loud. I know you want to.

What do you mean? How did I make them? Invisible armorstands that can float, positioned *Almost* Perfectly on a Creeper with no AI.
So Then What About The Enderman Armor Is it The Same?

Yes.
Good luck.

That's what the OP already shows.
Adventure map creativity. Decoration mostly. Same reasons why we dye leather armor or create custom banners.
