This just sounds... bad to me. For one thing, a whole lot of beaches have zero seagulls, and for people like me who visit non-seagull beaches, this would be difficult to relate to, and feeling wrong. I don't really like area sound effects that much because I think the world should be fully manipulable, and biome sound effects simply cannot change from the player's actions. No support.
It would actually make beaches less ugly IMO. Though as pointed out above not all beaches have gulls. If certain ambient sound effects for each biome can be turned on/off that would be great.
Swamps need the sounds of crickets, though very subtle as that sound can get annoying quickly if done incorrectly. Bird sounds while in the jungle, etc.
"I don't plan to add a new dimension at the moment. It's just to performance heavy on servers, and the current dimensions need more attention before we start adding new ones." < Yeah, like biomes or actual varied terrain in the nether. Nether ruins didn't do the trick at all.
You should call this the "Beach sounds suggestion". I also think there should be wave noises.

Wait what??? When do beaches not have seagulls. There's seagulls in Oregon, Washington, heck, even most of inland Alaska has seagulls! And Canada. The only beaches I can think of with out seagulls are ones next to large lakes super inland.

I would support waive noises. In fact, I would support adding a ton of ambient sounds into Minecraft, but I don't think adding sounds that aren't in the game is acceptable. Like I said before, if Seagulls were added to the game in any form (even sounds), people would expect them to be a full fledged mob. Either add a seagull mob or don't add seagull anything, but I would love to see more ambient sounds.
