Any item name or block name needs to be preceded by "minecraft:" and surrounded with quotation marks ("). Also, SkullOwner is the name of the player whose head you are trying to obtain. If this command does work, I can't guarantee you will get the player head you are looking for. Your best bet would be to go to a custom head generator online. Lastly, just a maintenance thing that would be good to know in the future, whenever you do a custom name, surround that name in quotation marks ("). This prevents an error in the syntax that would be created by any spaces or special characters in the name. Other than the things I've mentioned, you should be good to go.

Nvm, solved the problem myself. Just added "Count:1b" in some places.
I hate the new command syntaxes on 1.12!
Here's my problem :
I used this command :
/summon zombie ~ ~1 ~ {CustomName:Herobrine,CustomNameVisible:1,ArmorItems:[{id:diamond_boots,tag:{ench:[{id:0,lvl:10}]}},{id:diamond_leggings,tag:{ench:[{id:0,lvl:10}]}},{id:diamond_chestplate,tag:{ench:[{id:0,lvl:10}]}},{id:skull,Damage:3,tag:{SkullOwner:Herobrine}}],HandItems:[{id:diamond_sword,tag:{ench:[{id:20,lvl:1}]}},{}]}
On 1.11.2, this command spawns a zombie named Herobrine with enchanted diamond set and a Herobrine head.
But on 1.12, this command just spawns a normal zombie named Herobrine, with no item.
