first:
/scoreboard objectives add deaths stat.deaths
then put the following on a 20hz clock with the commands executing in this order:
/execute @p[name="name of one player on the server",score_deaths_min=1] ~ ~ ~ summon Item ~ ~.4 ~ {Item:{id:"minecraft:skull",Damage:3s,tag:{SkullOwner:"name of player"}}}
/scoreboard players set @a[score_deaths_min=1] deaths 0
repeat the execute command for each player white listed.
not sure about my use of curly brackets. Someone please double check me on curly and square brackets.

Almost, except that will only give you the one head that you said in the command, you might maybe be able to add a selector /execute @a[score_deaths_min=1] ~ ~ ~ summon Item ~ ~.4 ~ {Item:{id:"minecraft:skull",Damage:3s,tag:{SkullOwner:"@p"}}} That may work Im not sure
This only works if you KNOW which players are playing on your server. If you want to make a minigame with random players, this is currently impossible.

He speaks the truth. You can only do this if you know the names of the player's on the servers and making a command block for each person (which would be difficult with a lot of players).

I incorrectly assumed that you did. I was thinking of Hermitcraft that's why. But the only way for that to work I think would be if player selectors worked in the skullowner tag which I don't believe they do.

so on my server we want to make it, when you kill a player you receive there head.

They don't, unfortunately. Just tried it myself.
In his video, he explains that you need to know the name of every player on your server and have a command block for them.
