Two hands will be the best change to PVP and combat ever made. It allows for complex strategies and maneuvers that PVP simply doesn't support now. And by the way, you can't attack with your other hand, you can only use an item.
And I take it you don't pvp, do you?
complex strats? lol, what do you think all of these things are?

Yes but blocking was such an important thing in Minecraft PVP, opting out for speed in change for some increased defense was extremely balanced; I feel like shields will completely unbalance the game and make it what it used to be (which in my opinion, would be a huge step backwards)
If you don't know how Minecraft used to be, when you went into PVP it was whoever had the most Golden Apples, or had the most food would win. Before hunger, the only way you could heal was by food; and you could just spam it. With a shield, if it's just an "active passive" so to speak; you'd basically be opting for extra defense with no defects, which would be horribly imbalanced
The thing is, the shields use their actual model to block things. In other words, the sheild is a an actual physical thing, so if a sword hits it, the hit is blocked, but if the sword hits from behind, then it will do nothing. That way, you need actual skill to use the shield correctly, just spamming it in front of you will do very little.

You don't have to use a shield as the off-hand, you could put blocks, cobwebs, potions or other things which will be easier to access. Though maybe shields because I think swords will no longer block (maybe).

You still are obviously not answering my common point here. I'm saying that because there is NO downside to carrying a shield (much like how there was when blocking), EVERYONE will carry one during PVP; thus making PvP less "skill" and more "RNG". RNG, meaning situational; not actual RNG. Sorry about that.

And you're just expecting this? I mean, there have been no exact tells on the mechanics of the Shield. That's how everyone thought the sword block would work, but in theory, it actually protected you from damage in all sides except for directly behind you. Now, it doesn't make more skill, because you can just carry it; there's no skill needed if you just put it on your off hand. You do realize that the model will not move as you do, as in Minecraft only your head moves (though I really doubt they'll update that). Plus, who attack you from behind during PVP if you're smart?
There's still no bad points to it, it won't slow you; you just have to know how to use it. So far, it's still making it less Skill and more "RNG". By "RNG" I mean it's only helpful during certain times; much like blocking with the sword. I guess you can say it's situational.
EDIT: What I mean by "EXACT" mechanics is if you move the shield by just turning, or what. Because otherwise, it's still completely the same as blocking with a sword. To be quite honest, I see no reason for a shield if it has the same function as the blocking with the sword; and the mechanics are practically the same. If they let you move the hand that has the shield; by let's say "blocking" with it, then it would be better. Otherwise, I see an easy way to "cheese" the mechanics.

Shield Blocking is Directional. If you bring up the Shield, it protects you from the front. If not, it protects you from the side you are holding it on.

Yes but that's just the same as sword blocking. God, you love not looking at my actual argument. What I'm saying is that it's going to break PVP because of the fact that it does not slow you; and it seems to be a PASSIVE item. A PASSIVE item, for those who don't know or for you, is an item that does not really bother you once you have it; nor do you have to be bothered with it. It will not slow you, from my understanding, and it's about as effective as sword blocking.
My point here is that it's a step backwards. Whether or not you agree, or even care to acknowledge that my argument rests on the basis that it does not slow you; making it a passive item because it has no defects to it and only benefits you; thus people can cheese the absolute hell out of it. If you acknowledge that, cool! If you don't, I'm done with this argument; since your inability to understand my argument is insanely high. (Either that or you're missing my point, in which case I can't explain it much better.)

A shield is in almost no way a passive item. Say I am running into battle with a shield equpped, but not in active use. My shield on my side does almost nothing to protect me in that battle, unless I for some reason run in sideways (at which point I can't attack), or I turn my side to the person attacking (at which point I also can't attack them). If I bring my shield up in front of me, which I can only assume slows you down (if not, I don't know what Mojang is thinking), I can attack and shield at the same time, but it gives the other person the opportunity to get behind me and attack. A shield, far from being a "Passive Item", requires more skill than its predecessor, sword blocking, in order to successfully block hits without your opponent getting the advantage. In my opinion, that can only make PvP better, taking a step forward, by bringing in more necessity for strategy.
(Although yes, I did miss your point a little in the beginning.)

"What I'm saying is that it's going to break PVP because of the fact that it does not slow you".
No, that's what you're assuming. Who's to say that holding right-click to bring the shield in front of you (and therefore making it much more useful in one-on-one combat) won't slow you down like sword blocking? Maybe shields will have a passive slowdown, too. We don't know.
