On an old world spawned in 1.4 or 1.5 but now at 1.10.
Are more villages being created in these newer versions versus 1.8 and before? I found only 4 villages in a lot of exploration until recently but now I'm finding them almost everywhere with some less than 100 blocks apart. This seems to be everywhere the chunks were created in 1.9 or 1.10.
In 1.11 I believe they made it so that villages can sprawl into other biomes as long as their spawn point is in the correct biome. This allows for villages that would otherwise not spawn, because they would extend outside of the biome, to spawn across biome boundaries.

Villages are more common since 1.10 for the reasons mentioned above, since in older versions they would not generate into any other biomes other than the ones they can start in (a desert village could extend into plains or savanna and vice-versa but not into any other biome), plus they can generate in another biome (taiga).
If every village successfully generated and the world only had their spawn biomes (e.g. Superflat) you'd have one village every 1024 chunks (one per 512x512 block region), equivalent to a zoom level 2 map (4 per level 3 map and 16 per level 4 map), while in 1.6.4 deserts and plains were 2/7 of biomes within non-ice plains areas for an expected frequency of one every 3584 chunks. I'm not sure of the relative frequencies of biomes since 1.7 but deserts, savannas, and plains are very common (read: not much else) in hot climate zones.
Also, here is one comparison of villages in 1.6, 1.7, and 1.10:
1.6 has 31 villages, 1.7 has 38, and 1.10 has 48 within the same area of the same seed. Note that while 1.6 has the least amount of villages they are more concentrated; there are no villages in much of the map because there is no land there or it is all ice plains.

Also, the materials used for the entire village depends on the biome at a single point at the center of the village (well) - the game does not look at the biome where an individual building is located to determine what materials to use for it.

Yes, I feel like they're very much more common. It's probably due to the fact that they can spawn in more biomes, which leads to more villages.
The main reason is because they are no longer confined to the biomes they generate in, which caused around a third of attempts to fail (this means that on the maps I used to compare 1.6-1.11 1.6 and 1.7 actually only have about 2/3 as many villages as indicated). For example, the Village.dat file for one of my worlds (1.6) lists 17 villages, but I only found 11, which are also marked as "valid" within the file, while the others are not:
Note that the second village listed has its "Valid" tag set to 0 (false); on the right is the map of the area around that village, with the exact location of of the center (chunkX * 16 + 8, chunk Z * 16 + 8) marked by a dot; the village failed because it was too close to a river and/or jungle, and the biome within 4 blocks of a village structure must be valid, including a square area around each path, even though they are rectangular. Even if structures can generate there must be at least 3 non-road pieces so the smallest possible village will have at least 2 structures in addition to the well, which always generates since it is the starting point:
Here is an example of the smallest possible village; villages this small likely no longer generate since 1.10 (it may still be possible, even no village generating, due to the way the game randomly places houses; in a similar manner it is possible that a mineshaft will have no corridors leading from the central room):

They did; I believe this was the result of making them always use cobblestone instead of biome-specific blocks so that they weren't replaced with wood in savannas, as that caused them to burn down:

This tread is not a suggestion. It addresses a question about an occurring feature, and does not speculate upon future updates. You still are not making much sense. Villages only spawn in plains, desert, savanna, and taiga, and each already has a unique appearance.
