In that case your world must be really screwed up (unless you've got some mod messing things up.)
Or just that when you reload the world you have to flip the switch twice to get it to run the command again?

I open MC, I load my world up, I must enable LAN and Cheats for command blocks to do anything. Now the commands on them work, however when I save the game, close the game, then open MC, load my world, and try the command block it wont work unless LAN/Cheats are enabled.
The issue is everytime I close the game, then reopen the world they dont work unless lan and cheating is enabled everytime
If you look at the editor I gave a link to and look at the pictures you would have already fixed this issue. It is simpler to edit the save; you would be able to turn cheats on permently, disable griefing, and turn off commandblock spam. To be honest you would have finished your requests faster than I could have typed this and took the screen shots to show you what to edit.

I didn't miss it but you are going overboard when you have been instructed repeatedly in how to fix the issue. You have been given links to mods and how to adjust the configs, instructions on how to edit the save to do what you wish, instructions on how to do it with command blocks, and commands but yet you still struggle with the basics. Forgive us for trying to assist you but sorry we are not able to magically wave our hands and do it for you. Good day.

There is obviously no solution when every time one is presented your solution is "too much work sorry no thanks." I mean, if it means that much to you you will be willing to either make the effort, or otherwise get over it and move on. It wouldn't even be hard to edit the config files when very explicit instructions have been provided. It could just as easily be done the way I suggested, with a redstone pulse linking to two command blocks (One to add the nogrief code, and other to stop commandblock texts), granted this method requires a dedicated area in the map and a bit of cost as far as materials go, but all in all it's not a super difficult solution. The fact is, you need to make a decision, is this important enough to configure a few files, or is not so much so that you are willing to continue on your current method?

Unfortunately, there is no console command to enable LAN that can be put into a command block on a clock. You will always have to Open to LAN first before the clock will change any other gamerules you have in those blocks. There is only one way and that is the edit each save before switching to it. I'm sorry but you can blame Mojang for this one. I just created a short cut on my desktop that takes me directly to my .minecraft folder and associated NBTExplorer with the file type so it opens when I click on the file. I know you don't want or like this method but sadly it is the only two option at this time.
1) Start world, Open to LAN, change gamerules by whatever means you chose
2) Manually edit each save and set gamerules/change cheat mode.
I wish we could give you the option you desire but sadly there is none. Maybe you can look up Minecraft Gamemode Changer and see if you convert the world to creative and change the gamerules, then change it back if they stay. I still think NBTEplorer is the easiest manner though.
There are some advantages to learning this method. I have saved worlds by removing my inventory items do to mod conflicts that no longer would open. This is the only method I know to do this. MCEdit works great for removing faltering blocks but I never liked having to remove my player entirely to fix an inventory issue. To give an example; I once used the FoodPlus mod and a sword that called in Lightning corrupted the world. The world no longer opened until I used NBTExplorer to open the save and take just that item from my inventory slot. The world functioned normally from there on.
Here is a video in case you decide to use this method. I will not mention it again now that you fully understand WHY I keep suggesting it.
