I've been running a vanilla server, just me and my friends, for the last year or so.
Before I made it a friends-only server, I ran it 100% vanilla, right around the time that Bukkit fell into oblivion, stopped updating and the whole system crumbled for a while (about 1.8). I had a lot of trouble with griefers. There were no block logs, no rollbacks, no way to tell who was setting dozens of blocks of dynamite to blow up half of our structures.... Things were mostly peaceful but it was a big deal to folks who had hard work broken. We had to restore things manually and nobody could tell who did what. We had to guess based on server update logs and notifications.
I'd really like more people to play with and I'd like to open it up to the outside... But I really want a few simple vanilla-esque commands in place if I do that. Perhaps a /home and /spawn and block logs (so I can tell who edited which blocks when and how). That's it. With those tools, the server would be much more communal and I could prevent griefing within reason. Around 1.8, Bukkit and the tools listed above were taking many months to come up with unstable versions that were laggy and glitchy still. I haven't been on the forums since.
So... How is Bukkit doing? If I wanted to switch my server over to 1.9 bukkit, or soon to 1.10, how reasonable would it be to expect stable versions of bukkit and updates to those simple functional mods in a timely manner? Is anything even happening there? Because I am really out of the loop and just don't know.
Is spigot functioning better and updating more reliably than bukkit these days? It's mods too? Everything was in the air when I was last on and it looked like sponge was going to be the new thing?

If spigot's actually updating, that'd be great.
Sponge is far from the new thing and I find Sponge to be insanely less efficient than Spigot. With Spigot, you can get constant updates, new plugins, and more experienced Developers.

The only difference you need to know is that Bukkit (and inherently Spigot) is in violation of its license. Sponge is much newer and uses vastly different designs internally. The Sponge team is made up of developers from many different communities, but to name two: Spout and Bukkit - which means you can discount the previous point made about 'more experienced developers'.
However Sponge is still new, and perhaps Spigot is more stable but either way as far as I'm concerned the future is where we should be looking and as a developer I can say that Sponge is the future.
When I quoted developers, I meant within the Bukkit API. There is a large variety of plugins on Bukkit while on Sponge there is a lot less, and a lot less Sponge developers to buy plugins from.
As a developer as well, I can say that Spigot is still the future. There is still reliable ways to download it and it's updated faster than any platform I've seen.

I just want to know; what is functioning, updating and will allow me to play minecraft the way I want to in the next 3-4 months.

I agree. At the moment I think Spigot is still the way to go for you. But: my experience is that you will begin to find interest in the above mentioned issues with license, development power and such as time goes by. Therefore I would recommend trying out both Spigot and Sponge if you have got the time.

Answer is very clear and simple-download Spigot. Spigot has a lot of optimization that comes with it and will run vastly smoother than Bukkit. Also, I'd grab Essentials and Core-Protect. These plugins will allow you to 1) Set homes, warps, and spawns. Core Protect allows you to /co i and see any blocks broken and allows anything to be re-rolled.
Also on a side note. I use bukkit plugins on spigot all the time. There doesn't seem to be any problems.
