I have never downloaded a mod before for one main reason- I don't know how to have a certain mod on one of my Minecraft worlds and not on the others. Please help me if you know how. Also, any and all information regarding mods and mod packs you have will be greatly appreciated.
If you want a mod on a world but not another, you would have to turn it off/disable it. A mod is added as a packet into the files of the game you run to make it behave differently. You run the mod when you fire up Minecraft until you remove the mod.
The best choice of installing mods would be Minecraft Forge. Just install Forge and it will appear in your mods folder. Now just download mods (as long as they're forge compatible) and drag them into your mods folder. I have no clue to the whole META_INF stuff and I tried MCPatcher before but it never worked so Forge would possibly be the best choice for you. If you don't get what I'm saying then use TechnicLauncher to try out their modpacks.

Thanks! When you say "turn it off/disable it" do you mean to take the mod completely out of the game files or is their a function to turn it on/off?

I think the simplest thing would be for you to figure out how to download and install mods and then remove them and place them in another folder on your desktop when you want to "turn them off" or play with a world without mods and then drag and drop the mod files back into the proper file when you want to play with mods enabled. Also look into MCPatcher as it is often required when utilizing mods and resource packs.
META_INF is a file that stops mods from working that you have to delete if you wish to use mods, that is hidden within the games files. If you use forge, then you can download the installer which automatically installs forge and deletes META_INF in the process. The mods folder appears after you have run the game with forge installed. To get to it, open search on your computer and search for %appdata% and find .minecraft , the mods folder should be somewhere in there, if you are on a mac then open finder, click "go" at the top and hold alt, click on library, then open application support and find a folder called minecraft, in there should be the mods folder.

They are launchers that make all modding easier. After starting it up, you can choose set mod packs that exist. For example, the mod pack hexxit, to use it, all you need to do it download it, and press play. The launcher will automatically download the mods in the right place on your computer and start it. Same with ATLauncher. Each launcher's layout is slightly different and hold different mod packs.
Thanks, that sounds like a way easier method. However, are these launchers able to download single mods as well as mod packs? And can they also download multiple mods that are not part of mod packs? Also, which one of these launchers would you recommend?

They don't overwrite the game's files, the only mods that do that are either the mods released right after updates, or mods such as Forge which load other mods.
Secondly, you don't need to touch META-INF in most cases, just download Forge from here, download the installer, then install it (which is literally a 3 click process), then run game once and drops files in mods folder. Done.
About launchers, each launcher is functionally the same (they do the same things basically), but just managed by different groups; which leads to running different mod packs. FTB Launcher tends to have more FTB-oriented packs, whereas ATLauncher tends to have more third-party packs, which one you use is up to you. Both launchers as far as I know allow you to install mods, but don't allow you to download them through the launcher; this is not possible currently, at least efficiently.

Install Forge, run game, go to your .minecraft (in AppData\Roaming), drop mods in the mods folder. There are tutorials all over the internet for modding.

What exactly are the AT and Technic Launchers?
You could get Magic Launcher. It's made by the creator of optifine. It installs mods and disables them. In order to do that you need forge.

Have you tried doing a search on YouTube? There are plenty of videos with step by step instructions to guide you through the process.
