I managed to work it out, so you don't need an online membership to Nintendo or anything like that.
To get it working on your local WiFi network at home, you do need the internet it seems, but that's it.
The main thing you need to do is add eachother as friends, you can do this by searching for eachother on the local network and selecting the appropriate shape for that person.
This is done outside of Minecraft in the profile of the user, under add friends.
Once you are friends, go into Minecraft press Y to go into local network and create or go into an existing world.
You don't need to modify any options under the multiplayer section of the world creation. Just join a world on one of the consoles, and once that first player is in the world, the second player should now see their friend appear in the friend tab in the middle.
I've started a local Minecraft club at our library and I can't get the Nintendo switches working on local network play on Minecraft via multiplayer.
You press Y at the start of the game to go into local network play, but this is all greyed out now.
