When you step on a pressure plate, it powers blocks around it. In the first picture, the command block attached to the pressure plate gets a direct redstone charge. This powers all the blocks around the command block, so the second command block gets powered as well. In the second picture, the snow block becomes powered by the pressure plate. This provides power to the blocks around it, which includes the first command block, however, the second command block is not directly attached to the pressure plate or the snow block, so it doesn't get powered.
Quick warning: My explanation may get you confused so have a look at the photos to get a better understanding.
I am making a map where if you hit a pressure plate it will say "Level Two Winter Wonderland"
However, I am having some trouble.
As I want everything to camouflage, I have used the white pressure plate to blend in with the snow.
Once the pressure plate is hit, the first command block will say Level Two and chain on to the subtitle "Winter Wonderland".
However, this only works if I directly place the pressure plate on the command block.
If I do not, the "level Two" part only comes.

this will work
set the second command block (chain command block) to always active, and hopefully that fixes it
