But just because the world ended doesn't mean we have to put up with vanilla Minecraft textures! Oh no, ya'll are a resourceful bunch (and talented to boot), so I expect to see some amazing textures being made to fit this new post-apocalyptic world of ours.
And just to spice things up, let's add a deadline.
THE CHALLENGE:
You have 4 weeks to create a resource pack that fits the post-apocalyptic theme. Any resolution, any style. Your pack can focus on any area of your choosing: items, mobs, GUI, man-made blocks, what-have-you. So if you want to make a post-apocalyptic item pack, go for it. (If you want to go the traditional route and focus on terrain textures, only common blocks are required - don't worry about scrambling to make a beacon or jukebox.)

Sure, I'll give this a go. Probably going to just do GUI, haha. Can't think of any way to make clever "apocalyptic-styled" terrain blocks without being too cliche. Will post later, hopefully!

You can try for all the common blocks. Or you can pick a subset you want to do - like man-made blocks. Then try to get as many of those done as you can. So if you only finished 5 blocks that would disqualify you, since you clearly came nowhere near to finishing.
Just ask yourself: Is what I've finished enough to qualify as a resource pack or add-on? Does it feel whole and complete? If the answer is no, then you're not done.
TL;DR

I took a cracked dirt texture from cgtextures and posterized it down to black and white, then used the black part of that as a guide/overlay for my shading. I'm pretty inexperienced with using non-hardedge tools in GIMP, so it'll take some time before I settle on a style I like...
Kind of neat, but the cgtextures TOS says you cannot use them for texture packs. (even modified)

For most of the industry a texture pack is a big collection of related textures that are sold as-is with the intention that they're to be modified into art for a game. It's effectively the difference between raw materials and a finished product. In this case, I don't think it's against their TOS simply because it's not being redistributed or sold as a raw texture file, but instead with the idea that it is a functioning game texture.
The lawyers would have to sort it out if there ever became a dispute... but I'm pretty sure this use follows the spirit of the TOS even if not exactly the word of it due to terminology homonym.
If I were to participate, I'd likely want to do a few blocks and a few items. Could I half the required amount if I did both, or would the 90% still apply to one and the other would just be extra baggage?

Depends on if you're able to create an end product that feels like a finished resource pack ad-on. Go with whichever method works best for your artistic vision. It's a twitch.tv emote. It's the face on the screen, it's primarily used when being sarcastic such as "the world is flat, Kappa".
