I would definitely look into ProjectE more then, as that's the only place I've seen this NSS item, and it has an exception output that exactly matches what you posted.
Did you do any custom EMC stuff? Perhaps something in there got a little off. Might want to look through your files for anything dragonAPI, and look to see if any of it is malformed. ( Also, careful about editing by hand if you find the issue. IIRC it is sensitive to that. )
Looking again, I think the changelog I was referencing wasn't to fix the problem, but rather make it so it didn't crash the mob, just log it like you have.
I haven't done any custom EMC stuff, although I do also have Thaumic Equivalence, and have it set so Project E stuff requires Thaumcraft research and such. Haven't really tweaked the mod much at all.

Geostrata: In NEI I see variants of the GeoStrata rocks with ores in them. In GeoStrata.cfg I tried setting
I:"Ore Mode"=1
but the ores don't render correctly. Coal Ore Basalt looks correct on the sides but not the top, and there are five blocks of Coal Ore Granite mixed in (at Y level 93!) which look like Basalt with both black and dark pink ores mixed in.
Is the Ore Mode config option in GeoStrata supposed to work?
Nope; Survival Industry doesn't use Thermal Anything, and still can use RF power. I believe CoFHLib is required, though, but I'd need our illustrious mod author to verify to be certain.

COFHLib shouldn't be required, just any mod that contains the RF API, preferably up-to-date, I believe Ender IO is one such mod, Immersive Engineering may be another.

I have never had a "you need a new world" update. At worst, a "break all shafts before updating or they turn into wood (and usually fail)" update, and I can currently think of nothing in v16 that would do it.
V16's delays have been primarily due to me being very busy and wanting to have a few large features done for it.

The individual ore blocks seem to work ok- (With Reika's permission if your modpacking) you could use CoFH worldgen or similar to directly add the Geostrata ores to the world.

Yeah, one could do that, but I'd rather not be on the bleeding edge. For my (private) pack I've reverted to not using the oretiles. What's more, I've hidden them from NEI using this Perl script to generate a MineTweaker script.
Not finding any examples of MineTweaker scripts with numeric loops, I opted for brute force.
After checking in NEI to get the highest GeoStrata:geostrata_block_oretile number, it's used in the Scripts directory like so:

Do not do that. They are TileEntities and placing them without setting the data will corrupt your world.

So, I recently decided to recreate my old public modpack "Stairway to Forever". Since it's been quite a while I figured it would be safer to ask again for permission. It's old enough I'm essentially making a new pack with the same name. (I had DragonAPI V7F in my latest update).
The pack is currently hosted on Technic, however I'm looking at getting it hosted on other launchers as well.
1. Users of my pack will not have permission to re-upload or re-distribute my pack.
2. No one using my pack will be allowed to extract mods and rehost them.
3. I currently do not have any modifications to any of your mods, however I'm considering adding a couple several versions from now. I will notify you and ask for further permission before releasing any modifications that affect your mods, and will document all changes as described on your modpack webpage. Any modifications I add will be done through Minetweaker or Modtweaker.
4. I am not making any money off of this pack.
5. I am giving you full credit for your mods.
6. I am using your curse pages to download your mods for my pack.

I am making a modpack called Techonomicon [original name is original], to be hosted on the ATLauncher at a somewhat indefinite time in the future. I would like to include DragonAPI, ChromaticCraft, RotaryCraft, ElectriCraft, ReactorCraft, and Expanded Redstone in said modpack.
From your website:
Those rules are in place because public and semiprivate packs need to
follow six basic rules to include my mods. They are simple:
Users of the pack may not have permission to reupload and redistribute the pack.
Under no circumstances may you or the users of the pack extract my mods from the pack and rehost them.
The pack must comply with the rules regarding third-party modification discussed below.
The
pack may not
generate income, either directly from purchases or donations, or
indirectly with ad revenue or merchandise, except that which is
necessary for maintenance (eg server fees). This includes
disabling/banning machines so that users must donate to have access to
them or offering packages which include my items. These actions are also explicitly forbidden by the Mojang EULA.
You may not try to claim credit for any of my mods under any
circumstance. This includes but is not limited to stating ownership,
claiming to have contributed content (beyond merely suggesting an idea),
and claiming that you are on part of a modding team with me.
You must use the official release versions of the mods from my official
download locations, like Curse or this site. You may not use versions
from "copycat" sites like 9minecraft.net, or extract versions from other
packs. You may also not use "patched" versions of the mods, either of
your own creation or from third-party sources. Deliberate use of unauthorized releases is grounds for permanent denial of pack permission.
The pack's description will contain "In accordance with Reika's Terms of
Service, do not redistribute this pack or any of Reika's mods that are
in it."
The pack will be using the ATLauncher, also, see 1.
Your mods will not be modified in any way [this would somewhat defeat the purpose of the pack].
I will not be generating any income from the maintenance of this pack.
I understand that the mods were not made by me and that I did not contribute to them any further than suggestions.
The mods will be obtained from the official downloads on Curse.
In addition, I will make a reasonable effort to keep your mods up-to-date.

Do the Shaft power<>RF machines still require Thermal Expansion itself to be present?

The v16 update, how much is this going to affect existing saves, on a scale of "what update" to "oh god what happened to my house"?

Could you upload the generated file? I have no idea how or what Perl is, but this seems amazingly useful.

It is already on the approved list.
