All of the Mo Creatures creatures can be spawned and controlled by MSC. Although it is some work to get it that way. If I recall you have set all the spawn rates to 0 but leave the mobs spawnable. Then you can use MSC to control where they spawn and how many, etc.
Great mod however there seems to be an issue with Animals+ and their latest build. I put the maximum cap for Water Creatures at 15 however the rivers and oceans are being completely filled with Fish. Literally block to block and there is no reasoning why. I've encountered these kinds of bugs in the past where a single mob is listed for a category and it overproduced but this appears to be a returning issue.

Just an update, I've double checked my configs and confirmed that this is happening with all watercreatures even if there is more than 1 mob set to spawn. Basically MSC2 is totally ignoring the maximum spawn caps and is continually spawning the Animals+ fish and other watercreatures. I had the cap set to 15 and then found a river; right before my eyes I saw the river fill and overflow with fish in under a minute causing the framerate to plummet under the strain.
i'm going to switch over to JAS (Just Another Spawner) which despite being less user-friendly appears to offer the same functionality as this mod and some more to boot.
Several people have already mentioned Just Another Spawner (explanation / download). The advantages of that mod even though from what I can tell it has no GUI, is that it actually overrides the vanilla Minecraft spawning system with a more configurable one. You might want to use it as backend for your mod instead of just changing the vanilla parameters.
Has someone tested Just Another Spawner with Mo Creatures, does it succeed in overriding the latter's settings? Because if so that would be a very compelling reason of using at as backend. EDIT: I've asked the mod author, and yes, JAS uses a completely different spawning system, so as long as the Custom Mob Spawner is turned off it can spawn MoCreatures however you want. Awesome!
Another thing I've discovered while reading the JAS threads is that vanilla Minecraft keeps the chunks around your spawn always loaded, which means the creatures in it always count vs the spawn cap. Meaning a lot of creatures in your spawn area lead to seeing almost none elsewhere, no matter how far you go. That would explain some puzzling spawn results people have had no matter how much they tweaked their MSC config. JAS implements a different method of computing the current amount of spawn mods and checking it against the cap, that only checks the chunks around your player, solving this problem.
So yeah, it seems your GUI + JAS spawning tech would be the best thing since sliced bread.
I just tried to download that mod and the downloader they make you use is ********. Tried to put a bunch of crap on my computer and I never even got the file, so screw that mod. I get so tried of all the crap people try to put on my computer when I download mods.
Hey! Does this mod have a option to turn keep a specific mob from spawning all together? (squid lol) Like I know it can be set to 1-1-1, but can it be set to something like 0-0-0?
I am having issues with the game crashing because of squids. Something to do with the infernal mobs mod and whatever it is doing with the squid. As squid are not really an essential critter for me to have around is there a way to make it so they do not spawn at all with this mod? From what I can tell the lowest setting I can use with the gui is min 1, max 1. Where that may work most of the time I still get a crash every once in a while from that one that does spawn and infernal does whatever it's doing to it.

I pretty much have the exact same question right above this haha. I'm using infernal mobs mod and I don't have a squid crashing game problem. Perhaps it it is a different mod that is messing with it? I'm using minecraft 1.6.2 tho.
