Might be a performance issue. Is the RAM usage high? There are a few repeating command blocks, and there must be 100s of chunks generated in the map so it's quite big. If you're putting the resource pack inside the server, maybe use it client side instead. Make sure your Minecraft is on the right version as stated on the download page (I think it's 1.7...). Otherwise, I'm not sure! Make sure you stop the server correctly to trigger saving. I have no real solution other than the above.
Also, the server runs just fine when on, but when you shut down the server, the console says the file couldn't be overwritten.
Also, I upload the map to the server, just as I do with any other map, but without even running the server, every file can not be deleted or rewritten.
It's bizzare. Even if the server wasn't able to run it, it shouldn't be impossible to delete once the server is stopped.

We've had a few strange cases that have been resolved in that way. If that doesn't help, then I'm sorry, I'm all out of suggestions. I'm assuming you're not running on a Spigot/Bukkit or Bungee server and it's as vanilla as possible on McPro. In that case, I have no idea. You're the first person to come to us with this issue. Sorry!

I can try to redownload it. And yes. Totally vanilla. And no. I havent tried in a single player world.

I would recommend trying it in a single player world, making sure commands are working, etc. Another suggestion is making sure you unzip the map file correctly - don't put the .zip into the McPro database, that will probably screw it up. If you extracted it properly into a single player world, then you were likely doing it correctly in McPro too. (Though you said you've done this for several maps in the past anyway...)

Hey, I know this might be a bit late, but did you ever manage to find a way to download the map?
I'm a bit disappointed that neither planetminecraft nor minecraftforum has a download button oder a link or really, anything for that matter.
The what I believe to be the original site only has dead adfly links that require you to accept notifications that you will drown in if you were to accept (I did accept since I was desperate to get the map lol).
Actually, I just downloaded it and links aren't dead at all.
I order to pass the adfly thing, you have to spam F5 (reload key).
You can also check what is after redirect= in the URL and paste it in an URL Decoder like this : URL Decoder
And then use a Base64 decoder to get the mediafire link.
