ok, when you buy a ticket to minecon they will give you a minecon cape wich most famous crafters have like inthelittlewood and CaptainSparklez have. You know they went to minecon because its a red creeper cape and you could easily find out how to get a ticket by googleing "Minecon 2012 tickets for sale' and that should answer all your questions.
For instance, people with capes ATM all went to minecon.
others got a cape at christmas.

Lol i think we have, you can only get them if notch gives you one or you use a mod, in which, it probably wont even show up in smp.
