Having one solid, ugly, tasteless, bland color won't reduce lag. Minecraft will still have to load 16 pixels for that one color. Seriously, though, this doesn't look good at all! If you want people to like your pack, put detail and effort in it! This pack would be more for personal use for you rather than public use!
There are literally thousands of packs just like this one. They are super easy to make and generally require no skill, which is why they are highly frowned upon.
