So, I am making a custom minecraft texture pack and I was starting to edit blaze powder and rods. Once I was done and checked it in the game, it had a white background.

First, don't edit the default textures. Just don't. You're not going to learn anything like that, and won't be able to legally share the resulting pack due to copyright restrictions. Make your own textures from scratch and you'll learn a lot more and potentially make something that you'll be able to genuinely be proud of as your own.
Beyond this, just don't use MS Paint. It's not a good program. Use Paint.net, GIMP, Pixlr, Aseprite, Photoshop, or any of a dozen other programs instead.
If that's not the issue, then you'll need to provide more information. What program ARE you using? What are your export settings? Things like that are essential to solving problems. It's better to give too much information than not enough.
Also, why can't I edit default textures? I see many other people doing it, so why can't I?
Because they shouldn't be either. Just because someone else gets away with it doesn't mean that it's good to do. Mojang and Microsoft own those textures, and Minecraft's EULA states that you're not allowed to modify and redistribute their assets. This includes textures. Since you agreed to this when you bought the game, it's a good idea not to go back on your word.
If you'd like more information, I strongly suggest reading up on copyright law. It's very interesting and it could save you from accidentally getting into a lot of trouble. Not terribly likely with Mojang... but Microsoft are notoriously lawsuit happy. I'm not a lawyer so I can't really give you legal advice... but as a friendly bit of advice I suggest not giving them a reason. Don't poke the bear, ya know?
Plus more than anything making your own artwork from scratch is just really satisfying and you'll learn a lot more from making the attempt even if your first few tries aren't any good. Post in the WIP Resource Packs forum or anywhere else that gives good feedback (I can recommend a Discord server if you're interested) and learn to improve your own artwork. That's how you'll grow as a creative person!

You can for personal use, but don't post your pack anywhere online if you have that sort of thing in it. Your work should be from scratch if you want to publish your pack.
