I don't know much about this and haven't ever done it before, but I did a quick search online and read that it is only possible with mods. Of course, that was a post from 2014, but it a quick dive into the Minecraft assets folder makes it seem still true. Optifine seems to allow this, and many people use it.
I did a quick look in the JAR file of Optifine for 1.16.2 and it seems you can do this with a "color.properties" file. I'm not sure where you need to place the file, I'd try the root folder of your resource pack and if that doesn't work, maybe try creating an Optifine folder as you would with any other mod?
Sorry if this isn't very helpful, I'll do a quick test myself and see if it works, and I'll get back to you after that.
It might be useful for you to browse the inside of the OptiFine jar file (not the one in the Minecraft versions folder which is installed, but the one you download/would use like a Forge mod), inside there is a "doc" folder that I recently found out about. It contains sample files and notes that seem useful, though I'm pretty new to all this stuff and haven't tested any yet.

Hmm. I'll test out the color.properties thing. Also I am making the pack for 1.8.9 so I think it would go into mcpatcher folder?

It seems the encoding of color.properties was already UTF-8. Doesn't say no BOM but since it doesn't say with BOM, I think it's the right one.

When I play the game with the pack enabled, nothing looks different - the potion inside the bottles or the particles when you have the effect.
I am honestly quite interested in this too, and I am currently making a resource pack that will likely use a lot of Optifine features. So I will be very happy to get it working. I am making the pack (multiple versions of it of course) for 1.7 and up though, so may have to learn different standards for different versions.

In your case, it'll be "/assets/minecraft/optifine/color.properties" since you're in a modern version.
Also, make sure that you're only using one resource pack (your own) at a time when testing things. I don't know if that's your issue, but I thought I'd mention it.
