A .properties file is just a .txt file with a different file extension. Make sure you have your file manager set to show file extensions for known file types and just change it. You'll probably get a warning about how it might mess up the file, but as long as you only open it with a proper editor (I suggest Notepad++, which is freeware) it'll be fine.
