Is it possible to have the dropper texture change when it is triggered? I'm trying it now, and am not sure if something's wrong or if it's just not possible.
I think it's 1.12 and below, that only allows to assign models from the folder block and therefore starts with models/block/, where as 1.13 and above allows to also assign item models as block models, because they start with models/ instead and has since to define block models with "block/<model>".

It's for 1.14. I think it's making sense to me, but I'm not sure how to relate that to changing a dropper's texture based on its state.

I can't find an error with your code, but I can optimize it.
I was first looking for a model, that is like the model you made in BlockBench, but there were none.
So you can optimize only one kind of these models.
Choose which one you want to optimize: dropper_on or dropper
Next, remove the elements part of the model, put the other model as the parent and remove other texture keys, that don't change in the parent model.
2 hours later: I found what is wrong.
I looked at observer blockstates, and it is "powered", not "triggered".
