Can we do it with texturepack or commandblock?

So I can make it like fog or aurora borealis.

1. Please state the problem in the post, not in the title.

2. Do you know of a command "/particle"?

3. The Minecraft Fog is unchangable, unless you modify the game. (A shader removes all fog, even the fog used in the effect Blindness)
