I have two textures in assets/minecraft/textures/block
Oh? Then you might want to check the one that doesn't work again. You specified the location as "/assets/minecraft/textures/blocks/" as a plural case instead of the proper singular case that you actually have the textures in. It's an easy mistake to make.
I hope that helps you.
Edit: I totally missed the forest for the trees on this one. See KittenKatja's post below which gets it right. I feel so dumb now that it's been pointed out.

My smooth red sandstone slab has a missing texture but I want it to have a custom texture, different from the smooth red sandstone block.
Here is my smooth_red_sandstone_slab.json file in assets/minecraft/models/block
And this is the smooth_red_sandstone.json in the same location, which has the correct texture

This is how it looks in game:
why doenst it work?

If it's for 1.13+, I think this is the mistake:
{"parent": "block/slab",
"textures": {
"all": "blocks/smooth_red_sandstone_slab"}}
It must be block at singular, as for red_sandstone_smooth.
You both are heavily overseeing here. The whole thing is wrong.
The parent is "block/slab", but slab.json doesn't have "all", it is using "top", "side" and "bottom" with "side" as particle texture.
Even when he fixes the s problem, it doesn't fix the textures definition problem.
The fix is to write all 3 instead of "all" with all of them with the same texture path.
