More than likely nobody knows the answer. If there is a hard limit, you may well be the first person to reach it. Just the massive strain that 400 alternate textures has on graphics memory is likely prohibitive to most people.
Beyond that, you still haven't really posted anything useful to help determine the problem. Post a session log from a game where you've tried playing with the pack to Pastebin and link it here. That will at least allow us to see if Minecraft is posting any errors. Just saying "it doesn't work" isn't helpeful, you need to post some useful material for us to examine.
Is there a limit I reached because it worked before, I just added more textures
