I don't have any idea how to do that, so I'm here, crying out for help. My idea for the logo is the name of my resource pack and on the "edition" file i want to change to "Test" (for the test one) and "Official" (for the normal one).
This image is what I want it to look like, roughly.
It's not really that much different than any other texture, save for the fact that it's split oddly.
It'd be more helpful to know what you've tried (including things like file names and folder paths) so we can diagnose a particular problem you're having.
If you just don't know how to make a pack period then, well, that's an entirely different story. I suggest looking at the All-Inclusive Guide to Texturing pinned in the Resource Pack Discussion forum to help you get started. It's a bit outdated but the general advice is still sound.
I hope that helps you, but do please be more specific about what steps you're having difficulty with. Tell us what you DO know so that we can start from there.

Sorry if i don't specify my problem, I want to change the Minecraft title screen logo, but i don't know how to change it. I want to know how to "cut" my logo, what is the best program to make this, and a good place to make my logo.
So, what I want is a solution for that problems. I think now you can help me (im wondering if you understand now, unintentionally rude).

The link I posted above shows you how it's cut. I suggest making a 274px x 45px image to make your logo, and then slicing it up once you've finished and flattened it. It makes things much easier in my opinion.
As to what program to use... whatever you're accustomed to for making textures. Photoshop, GIMP, Pain.net, Krita, Clip Studio Paint, etc. etc. etc. As long as it has selection, copy, and paste functionality it'll work for this. And sorry, but I'm not going to type up a complete guide to any given editor for this one particular thing. It's up to YOU to know how to use your chosen tools.

If you don't need the exact dimensions, you can use something like paint.net, layer these 2 on top of each other, make the one above the other a bit less visible and then resize and cut yours however it needs to be. This works as good as the dimensions not being a factor of 8.
