Is there a way to put the enchantment glow into the model of an item so that it always appears with the glow? I want to experiment with a few things.
If the enchantment effect can be applied to items, is it possible to apply it to blocks as well?
Not with a resource pack. You can use commands to give any item an enchantment glow, but this won't affect all items of that type. The closest you can get is by using Optifine. I think there's a way to use the CIT functionality to get all items of a certain type to have an enchantment effect, but I'm not 100% certain. I did it once by accident with MCPatcher so I'd assume that it's also possible with Optifine in 1.9 and above.
And yes, you can also apply an enchantment glint to blocks... as long as they're in your inventory. Once placed into the world, they lose all of their item metadata and will return to normal.

Ahh, okay. That's unfortunate. I was hoping I could make my gemstones sparklier, but was also hoping I could apply it to the nether star inside my beacon to give it the same shine it has in the inventory.

Realistically there's nothing stopping you from recreating the effect. It doesn't actually provide any light, nor does it negate the effects of shadows to appear brighter. You could hand animate it and include it in a texture. It'd just have to be significantly higher resolution than the rest of your pack.
