What you need
I think you know about the playsound command. Isn't it? And you know you can execute a sound with this command:
/playsound mob.endermen.stare @a ~ ~ ~ 90 1 1
If you didn't know it is like that. You only have to change the playsound name for a different sound. So this is very useful but there are some maps with new sounds different from the ones that minecraft has. And you ask yourself "How do they do that?" (Not for the ones who know how). For make this you only need a file converter, I use a website in the link here, a computer , obviously, and a voice recorder. I use Audacity. Download it here. (And sorry, the website is in Spanish). That's what you need. Now let's see how to do all these.
Steps
Ok, first you need a resourcepack. It's easy to get a resourcepack. Just create a folder with the resourcepack name. I'll call it "My resourcepack".
Now we'll look for the minecraft folder. Search %appdata% in your PC and open the folder. There is a folder called ".minecraft". Open it and there is all the minecraft information. Ok, if you want to change the textures of minecraft too so choose versions, the version where you'll make the resourcepack and later open the executable jar file with WinRAR or your folder explorer. And there, copy the assets folder and paste it in your resourcepack folder. Ok, now you have the assets folder in your resourcepack.
Ok, when you have done that, open the notepad and copy this:
Where it says DESCRIPTION write whatever you want. That will be the resourcepack description. Now save it and call it "pack". Don't write anything else; just "pack". And now you have to convert that file into mcmeta file. You will change it.
Now we have the resourcepack. Now we'll make the sounds. That's why we're here. In your resourcepack open the assets folder and next open the minecraft folder. There you will see a lot of folders where you can make your own textures but we'll only make sounds. There will not be any folder for the sounds. We'll create one. create one folder there called sounds.
Open that folder and create other called custom. Now we have the folders. The next step is record your voice or record something with the recorder and save it in a WAV file. Now we'll open the file converter website and convert it in a .ogg file.
You choose the other details and click convert. Download the .ogg file and paste it in the "custom" folder. I called the audio file "test". Remember the name. And sometimes it takes a long time so don't worry if it works slow. When you have done all this go back to the minecraft folder IN your resourcepack; where are a lot of folders more like blockstates, textures, texts and many more. Now open again the notepad and write this:
But don't write that exactly; write some name that you will write in minecraft to execute that sound instead of MINECRAFTSOUNDNAME. And instead of FILESOUNDNAME write the name of the .ogg file without the .ogg. If the .ogg name is "test" so write:

And that's it. Your resourcepack is ready. You only need to put it in the resourcepacks folder in %appdata%/.minecraft
Now start minecraft and use the custom resourcepack. And now write

I've also been having huge problems with this. My sounds.json file is in the correct place, and the command blocks are saying that they played the sound, but I just can't hear it. I've tested the file itself and it works fine. I'm just completely at a loss. I've also gone and looked at other people's maps that include custom sounds, and copied what they did exactly. The custom sounds in those maps work no problem, so it's not like I have sounds off.
Thanks for the offer! I've figured out that the problem was with a single entry in the json where I was trying to replace an existing sound (the sound it makes when a player dies) with another sound. I'm inclined to just forget about replacing sounds right now lmao, since the majority of what I wanted to do was adding new sounds, and that's now working.

Ok, I know what your problem is. You put the sounds.json file IN the sounds folder. It isn't in; it got to be out.
