You need to edit the pack.mcmeta file. You can do this with any text editor, though simple ones like Notepad++ are recommended.
By default, it will look like this:

You need to change the bit between the quotes in the "description" line. So for example if someone wanted it to say "This pack is really awesome!" (presumably because this hypothetical pack artist is either from the 90s or a huge narcissist), you would change it to look like this:

I tried this for me it didnt work when i edited it with textedit (Mac) but when i paste Something In there it works but if i type it dosnt work
Sorry, I'm not a Mac person (I prefer to build my own computers), so I have no idea what your problem is. If you can get it to work by copy and pasting (which makes no sense to me, but whatever) then just type what you want elsewhere else (like the forum) and copy-past it into your file. Not an ideal solution, but a valid workaround.
Your text editor might be saving the file in the wrong encoding format. Try using a different text editor, or making sure that your text encoding is set to UTF-8.
when I use text editor or anything on my Mac it writes it and saves it but when I check it it doesn't update it only updates when I take away letters not add....so if I change the desc to Hey it won't change but if I take away a letter for example of it was dood and I took away the d doo will show

I have a windows computer and the same thing happened to my texture pack i edit the desscription and the texture pack is there tell me what i need to do

The issue with TextEdit is its "Smart Quotes" functionality, which is enabled by default. When enabled, when you edit your resource pack description in "pack.mcmeta", it will autocorrect the quotation marks around that description from those that are angled vertically to those that are angled slightly diagonally, which Minecraft doesn't recognize as being the same character. Compare the highlighted quotation marks below for reference:
To prevent TextEdit from doing this, go to TextEdit>Preferences..., and uncheck "Smart Quotes" at the bottom in the "New Document" tab:
Alternatively, you can just use TextWrangler to edit the file.

An .mcmeta file is simply a plain text file with the .mcmeta extension. Simply rename the file.

Going to guess you're having one (or both) of two problems here.
First, make sure that in Windows Explorer (or the file manager of your choice) that you have "Hide extensions fork known file types" unchecked. You can get to this by tapping Alt, then in the top bar that appears going to Tools > Folder options... > View (tab). It'll be in the list. Chances are the file is actually called pack.mcmeta.txt and you just can't see it.
Second, make sure you're packaging the pack properly if you're running it as a .zip file. Make sure that the /assets/ folder, pack.mcmeta, and pack.png are all in the root of the .zip file and NOT one folder in. You should immediately see those things when you open the .zip file and should not have to click another folder to get to them.
Beyond that, you'll need to better define "doesn't load". Does it not show up in the list? Does it show up, but then reverts to default when selected? Please make your own thread in Resource Pack Help if you need further assistance.

Is there any way of making the text in color? I use windows
On a Mac using TextEdit is fine.
However, make sure that under the "Format" menu, you select "Make Plain Text".
Also make sure that the file name is still "pack.mcmeta". If it gets changed to "pack.mcmeta.txt", simply delete the extra ".txt" from the filename.

I by mistake saved my file as a txt doc! but when i tried to rename it to pack.mcmeta it automatically switched back to pack.mcmeta.txt! HELP!
