If you are comparing oldeer packs then the only thing you would be missing are all the new textures AND the new blockstate+model folders for the new 1.8 custom models.
Sorry man but yes, the structure in the jar is 100% exactly the same as is whats needed for packs. Older packs just wont have the NEW stuff Mojangs added. It HAS to be the same so you can over write the default with your own with their new 1.5 folder and texture set up.

I'm comparing it to the minecraft.jar file, which, as I stated several times before before and indeed explained in great detail, has a different organizational structure and is missing, among other things, several entries in the language file and in the particles texture file. And frankly, I don't really care about the "models" folder, since I'll never have any reason to use it anyway. But if you're wondering, no, that's not in the .jar either.

Sense 1.5+ it's been moved into the VERSIONS folder under a folder linked to your profile, and thus named the same as said version. THAT is the .jar file you need to look into.; The old ones still in the .bin file are NO LONGER USED.

If your .minecraft.jar has a TERRAIN.PNG holding all the block files.. it is PRE 1.5. 1.5+ has all the textures as split images and are located inm the VERSIONS folder.
THAT is the file you're after. The VERSIONS folder will have however many folders you have set up to PROFILES in the client. This was set in place so you can play more then one version, even ALPHA if you so wanted!
THAT is the INSIDE of said .jar.

Well then, I'm certainly glad they moved all of the game's files from somewhere that made sense to somewhere that didn't without bothering to even allude to the fact that they'd done so in the official changelog.
They did post it in the change log. You just didn't bother you see that. It makes more sense now then it did in the bin folder. VERSIONS being the many VERSIONS of the game linked to your profiles.
Really stop trying to act like a big shot. You were wrong. Accept that. Mojang alerted us to these changes even in the snapshots, posting them in the change log, and giving people more then enough time to change over to the new system.
Just like theyd been posting the snapshots to 1.8, giving up change logs with each snapshot, and allowing people to have time and get use to the changes and point out bugs.
So yes, Mojang let us know of these changes LONG BEFORE the final version came out.. Just because YOU missed it some how for over a year, don't mean the rest of us did.

And for the record, the changelog in the screenshot you posted doesn't mention the folder being moved either. Which is mostly irrelevant, because I generally get the changelog either from this forum or directly from the launcher itself, but I'm somewhat baffled why, if this change really was mentioned in the changelog, you wouldn't have posted a screenshot where the listing in question was actually visible.
Er... why would I look for something when I thought I already knew where it was and had been given no reason to believe it had been moved?
Just try to look at this from my perspective here for a second. The .jar had, at the time, been located in the bin folder for the entire time Minecraft had existed. There weren't any updates telling me that it wasn't there anymore, and there was still a .jar file there. I had every reason to believe that that same .jar file sitting right where it always had was still the .jar file. I mean, it's not exactly a common occurrence to have unknowingly misplaced something only to find a perfect replica of the thing you lost sitting exactly where you left it. As far as I knew, I still knew where it was. So why would I have tried to find it?
The simplest explanation was that texture packs and the .jar simply didn't have the same format anymore. Unfortunately the simplest explanation turned out to be wrong.

Well I'm sorry. But the reason why no one gave you the right answer UNTIL you posted your minecraft.jar screeny, is that as with everyone else, we did assume you knew there was an update, and we did assume you were comparing the right .jar. Thats why Mark, Alv, Myself all kept arguing the fact that the jar and packs were layed out the very same way.
We really don't see people whom still think the .jars in the bin. We did at first from people whom don't read change,logs, but it's been a year, and we really don't see such anymore. Plus the 1.5 and 1.6 updates were so huge in how drastically they changed the pack format it did draw in a lot of attention.
That and well... if you're looking at an up to date pack, and it don't match up, and you have people telling you about stuff you're not seeing, then surly the .jar isn't right. That would be the more common sense.
Put it in OUR perspective. People whom have been making packs sense Beta, keeping up to date with the changes, being regular members here whom don't see these kind of mix up's. Whom deal with someone arguing against what is known.
What I think got us is that you said they were "The differences are often minor" The 1.5 and below packs, and the above packs are vastly different. So by minor the first thought is that you use an outdated pack that don't have all the new stuff. Or a pack, like you showed that has Mod support and thus folders for said mods, or even a pack that keeps extra textures in another folder. Or is missing folders as you only need in a pack what you edit, so if you edit one block you only need the folders up to blocks, and only need that one texture. Minecraft fills in the rest with default, found with in the (version).jar.
Even the packs format is no where near alike.

The .jar files are the same, newer ones only have two folders, the old had all the folders in the root. . So yes, when you say they have minor changes between your .jar and the pack you're using, where going to assume it's the pack that has extra stuff, or the packs not up to date.
That is also why Alv asked what pack you were comparing to. Plus, the topic was on templates, that could also imply you were comparing a template that are often outdated or wrong is some ways.
So yes. I can see where you're coming from and your view. But also look at it from our vew as well.

The only thing you don't get when you extract the ASSETS folder from the .jar is the sounds folder, as that's located in a separate .jar file.

But really, if you had done research even googleing minecraft.jar it gives you info on the change of folders.
Plus comparing a pack with mod suport, that add in extra folders isn't the best way to base things off of.

No, as it is still used in Minecraft. But you can delete any minecraft.jar files you don't want to have.
