Textures like those are generally biome-dependant in their coloration... or else just hard-coded because Mojang just does that sometimes. So at no point is there an actual colored image in the game's files - it's an effect that's applied visually during gameplay.
And yeah, there's a way to paint them. Just applying a layer set to "Multiply" or your software's equivalent will produce the same effect. Then it's just up to you to get the color right.

You'd just need to create a new layer above the texture, apply the target color to the visible bits, and then change the layer's properties to have Multiply as its blend mode. How exactly you do this varies from one software package to the next, and it's up to you to know how to use your software of choice.
