I'm Making My Own Texture Pack And Was Wondering If Anyone Has Any Ideas About Texture Packs.
Ex: Steampunk, Realistic, Non-Realistic, Ect.
What are you into? Sports? Video games? Skateboarding?
What do you enjoy? Carnivals? Scary movies? Impressionist art?
What's your taste in music? Jazz? Metal? Country? Grunge? Ska?
Pick something that's near and dear to you. Something that you love. Use it as a theme. Make me feel your love for it. The more passion you have, the better your texture pack will be. Make it the texture pack of choice for people who feel as you do an enjoy the things you do. Pick one thing about yourself that you like. One thing. Any thing. As long as it fills your heart and motivates you to put paint to canvas (or arrange pixels, though that's not as poetic) it will make for an excellent subject for your masterpiece/texture pack.
Because ultimately, the ideas need to come from YOU. Making a resource pack is a VERY long-term project. Probably a year or more. It has to be something that you WANT to create or else you're going to get burned out and abandon it. I hate to disillusion you, but that's the reality of it. Most packs never make it to release just because it takes a long time to make one. So it has to come from you. It has to be something you want.
If you've never made a pack before and just want to get a feel for it, just start creating art. You can always pick a theme later. While the textures themselves may go to waste, the experience you've gained in making them will live eternal in whatever you decide to do next. Don't be afraid to just start replacing textures you don't like in default, or picking something that seems like fun to work on and trying it out! Make what makes you happy.

Why on earth would you have to use MS Paint to make a resource pack? MS Paint is literally the worst possible tool to use simply because it doesn't support transparency - something that you'll need to successfully make a pack.
If it's a matter of cost then there's plenty of freeware available for Windows that works WAY better than MS Paint. GIMP and Paint.net are the two classics. GIMP has a higher learning curve, while Paint.net isn't as powerful. Both are fine for making a resource pack, though. With a little bit of work you can also use Krita, though it's not really made for pixel art. Be prepared to have to dig through some information to find out how to make or install a pixel art brush set.
If it's not about spending money, but you have a different problem, please let me know and I can try to help you find a solution to it.
As an aside, please don't capitalize every word. No offense, but it makes it difficult to take you seriously when you do that. Just a word to the wise.
I can't really use those programs though because i use my school laptop that the district game me and it has restrictions so i can't use them.
Ah, then you'll want to use Pixlr's online editor. It's online-only and can be accessed purely in your browser, no installation required. It's clunky compared to more powerful programs, but it's also WAY easier to get good results compared to MS Paint. And it fully supports both layers and transparency so you've got all of the tools you need to make textures for a resource pack!
I've tested out the program. Not much my style but i might use it once in a while and i found a pixel art editor online I've been using lately and it works really well its https://www.pixilart.com/draw.
I use it for my block and items mainley items though but i use it a lot compared to ms paint because of the veriety of colors already piked out for you.
