Unfortunately I can no longer use a resource pack that simply removed the pumpkin's blur. Does anyone know a 1.9 resource pack that solely removes the blur of a pumpkin?

Why not? If all it did was change the pumpkin blur it wouldn't have broken with the update. Just ignore the incompatibility warning and select it.
On the other hand if doing so does cause secondary problems, well, it wasn't a good pack to begin with and I'll see about throwing one together for you real quick.
