First, do the lines in the lang file have to match the EN_US lang file, or can they be out of order? This would save me a lot of time if they didn't have to match. I'm editing it in Notepad ++.
Second, where can I get ahold of a dummy version or a map of the sounds directory? 1.9 adds a bunch of new sounds, and in order to add the custom sounds, I need to know what their names are and where they are located.

Not only can they be in any order, you also don't need to include any lines that you're not modifying.
There should be an up-to-date list of sounds on the Minecraft wiki. Don't have a link at the moment, sorry.
