Looking for someone who can implement the skybox from Halo Combat Evolve (aka the giant Halo ring that's around at all times) into Minecraft with MCpatcher's custom sky mechanics. If anyone can do it, leave a link for it in the comments. I want the Halo ring to be a layer on top of the regular sky.

I can't do it for you, but rest assured it is VERY possible. Others may mislead you thinking that the skybox has to rotate like the sun and moon, but this is not the case. MCPatcher allows you to turn off rotation so that you can have a constant skybox for horizons and such. Here is a quick proof of concept:
The tilt is due to a high field of view, not rotation. It uses a Sky1.png texture that looks like this one below. (This is NOT the perspective you would want.) Left to right, top to bottom, you are looking at the underside, up, south, west, north, and east. It's complicated, but if you're ambitious check out the Texture Artist's Guide to figure out how to set up skyboxes. I recommend downloading something like Dokucraft that already has to files set up to get an idea of how it should look. It's a little daunting.
